On the weekend of October 2nd, 2015 a coastal storm event took place along the Outer Banks. High winds and surf along with elevated tide cycles caused coastal storm erosion, which severely affected a portion of NC 12 along an 1100 foot area around the intersection of SR 1260 and NC 12, across from the Black Pelican Restaurant in Kitty Hawk. The storm washed away the protective dune, road bed and sections of the travel lanes. NCDOT was forced to close this section of the road. This section of the road will remain closed until the sandbag installation, dune replacement and road repair are completed. Our current proposal with the issuance of the permit involves the placement of 600 feet of protective sandbags along the damaged roadbed area. NCDOT intends to car-ry the sandbags north of the damaged roadway area and tie into a preexisting line of sandbags. This will provide protection throughout this entire area, which has historically experienced accelerated beach erosion and severe r•oad damage. The sandbags will be placed parallel to tlie road bed, directly adjacent to the paved surface. The sandbag anangement will follow the provided permit drawings, resulting in a base width of 15 feet and a stacked height of 6 feet. In order to align the sandbags directly adjacent to the roadway, NCDOT proposes to utilize temporary sheet pile placement, as part of the construction method. The sheet pile will be inserted adjacent to the roadway surface in order to retain the roadbed, while the sandbags are laid in their position. Once the sandbags are installed, the sheet pile will be immediately removed. The use of the sheet pile in the construction method allows NCDOT to align the sandbags closer to the threatened roadway, further landward from the Mean High Water mark. Sand used to fill the sandbags will come from the swash zone within the project area. NCDOT plans to use approximately 375 sandbags, which will require an estimated 2,083 cubic yards of fill material. Once the sandbags are in place a dune/berm will be placed over the bags recreating the road shoulder• and protective dune adjacent to NC 12. The dune repair will extend approximately 1000 feet and tie into the existing north and south dune alignments. The protective dune/berm will follow the profile provided on the permit drawings. Due to the severe erosion, the seaward toe of the dune will cr•oss the mean high water mark 113 Airport Drive, Suite 100, Edenton, NC 27932, Phone (252)-482-1850, Fax (252)-482-8722 (MHW) for a parallel distance of approximately 600 feet. The seaward alignment of the dune toe fluctuates between 5-20 feet beyond the MHW. This is indicated on the provided cross-sections. This will result in 8,255 sq.ft. (0.18 acres) of permanent dune fill being placed below the MHW mark. Sand for the dune/berm construction will come from an upland source and have beach quality characteristics, similar• to the native beach sand in the area. During the installation of the sandbag and shaping of the replacement of the dune system, it may be necessary for the contractor to temporary place sand fill seaward of the MHW 10-20 feet. This could restilt in 0.06 acres of temporary sand fill being placed below the MHW. This sand material will be reiocated back to the permitted dune footprint, prior to project completion. NCDOT coordinated with the USFWS and the NCWRC regarding protected species that could be within the project area. They have concurred that due to the time of year and existing degraded habitat conditions, that the project will not require sea turtle monitoring. I have included correspondence from these agencies. The beach front is highly eroded with damaged dune system. Explain the purpose of the proposed project: Protect NC 12 from further coastal storm damage along this 1100 foot section of the roadway, for the purpose of maintaining a public transportation system in Kitty Hawk, Dare County. 3e. Describe the overall project in detail, including the type of equipment to be used: The sandbag project will follow the following sandbag installation design and technique. The bags will be placed in accordance with the provided permit drawings, placed to create a 15 foot base width and stacked to reach 6 feet in height. These bags will be placed directly adjacent to the NC 12 road surface, but remain above the USACOE Mean High Water Mark. The proposed sandbag coverage along the damaged section of NC 12, totals 600 feet parallel to the roadway. In order to place the bags adjacent to the road surface, as part of the construction methodology NCDOT proposes to utilize temporary sheet pile placement directly abuting the asphalt roadway surface. This will retain the road bed material during installation and prevent loss of the roadway during sandbag placement. Without the use of the temporary sheet pile, NCDOT would likely be required to shift the sandbag alignment oceanward to prevent loss of the road bed during construction. The temporary sheet pile will be completely removed immediatley following the installation of sandbags. To fill the sandbags NCDOT proposes to utilize available sand from the swash zone, within the project limits. Sand will be dredged through an excavator/dredge suction head operation. The total volume of sand required is approximately 2,083 cubic yards, which will fill an estimated 375 sandbags. Once the sandbag arrangement is in place, NCDOT proposes to rebuild the washed out dune/berm across the alignment of the sandbags. The reconstructed dune/berm will tie into the existing dun on the north and south, and run for a distance of approximately 1000 feet. Due to the severe erosion, the seaward toe of the dune will cross the mean high water mark (MHW) for a parallel distance of approximately 600 feet. This will result in 8,255 sq.ft. (0.18 acres) of permanent dune fill being placed below the MHW mark. During the dune construction and sand bag placement the contractor may need to temporary place excavated sand material 10 - 20 seaward of the MHW. This will be temporary and removed back to within the permitted footprint prior to project completion. Dune/berm sand will come from an upland source and be consistent with beach quality sand. Equipment used during this project will likely consist of an excavator, bulldozer, dump truck and work vehicles. Equipment will be staged along the NC 12 roadway and adjacent NCDOT right-of-way. 4.
