Manuel Assistant Regional Supervisor Water Quality Regional Opera�ons Sec�on Raleigh Regional Office 3800 Barret Dr. Raleigh NC, 27609 Re: No�ce of Viola�on, Tracking Number: NOV-2024-LV -0093, Permit # WQ0022224, Sam’s Branch WRF (SWF), Johnston County Ms. Manuel: The Town of Clayton offers the following informa�on for the NDMR NOV regarding Daily Maximum Exceedance of Turbidity for the 8th,9th,10th, and 21st of October 2023. The NOV was dated January 30, 2024 and was received by the Town on February 2. According to the informa�on from the October 2023 NDMR, reclaim water was only pumped on the 9th and 10th; 335748 and 9032 gallons respec�vely. NO reclaim water was pumped on the 8th or the 21st. As for the exceedance of Turbidity, the Turbidity meter is located at our effluent channel, where it �es into our effluent wetwell which is used to pump reclaim water when need be. During these four days the meter had become dirty and had not been cleaned properly prior to running reclaim, therefore giving a high number and no communica�on was given on the issue. I would like to refer to the effluent TSS results on the October 2023 DMR as verifica�on. The effluent TSS results on the 10th and 24th of October were both <2.5mg/l. The Town’s response to this NOV is that we have issued training for all WRF Staff on the current NDMR Permit and its Limits as well as implemen�ng weekly cleaning and verifica�on of the Turbidity Meter at our effluent to prevent this issue from occurring again.
