Director NORTH CAROLINA EnWminmental Quality February 2, 2024 Eugene and Nicole Learn 9325 Royal Crest Drive Raleigh, NC 27617 Subject: Compliance Evaluation Inspection Single Family Wastewater Treatment System General NPDES Permit NCG550000 Certificate of coverage NCG551700 Facility: 1075 South Landing Drive Person County Dear Mr. and Mrs. Learn, On December 19, 2023, Curtis Tyree from the Raleigh Regional Office visited your single- family residence (SFR) wastewater treatment system to evaluate compliance with the subject General NPDES Permit. Mrs. Learns assistance through a phone call was much appreciated. Our records indicate the treatment system consists of a septic tank; a primary and secondary sand filter; a chlorinator; a chlorine contact chamber; and an effluent discharge pipe. General NPDES Permit NCG550000 and Certificate of Coverage (COC) NCG551700 authorizes the discharge of domestic wastewater from your treatment system to South Hyco Lake in the Roanoke River basin. Findings during the inspection were as follows: 1. The septic tank shall be checked annually and pumped out every 3 to 5 years. The residence is a vacation home and is only occupied a few times each year. The home is only 2 years old and the septic system has been used very little. 2. Treatment system operation. The treatment system shall be maintained at all times to prevent seepage of sewage to the surface of the ground. Mr. Learn inspects his system when they visit the home. 3. Chlorination. The tablet chlorinator shall be inspected weekly to ensure there is an adequate supply of tablets for continuous and proper operation. Wastewater grade tablets (calcium hypochlorite) shall be added as needed to provide proper chlorination (swimming pool chlorine tablets shall not be used). Outfall location. A visual review of the outfall location shall be executed twice each year (one at the time of sampling) to ensure that no visible solids or other obvious evidence of system malfunctioning is observed Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. At the time of the inspection, the outfall location was clear and appeared to be well maintained and free of any obstructions. There was no water discharging at the time of the inspection. S. Effluent sampling requirements. Effluent sampling must be conducted annually as part of your permit requirements. The effluent samples must be analyzed by a North Caroline Certified Lab and the results must be kept on site for three years. Mr. Learn has not been able to collect a sample yet this year due to no flow to the outfall. The sample results from 2022 indicated that the system is working as designed and is in compliance. 6. Fees and renewals. COC's with unpaid administering and compliance monitoring fees will not be automatically renewer, The fees must be paid annually and within 30 days of notification.
