NARRATIVE
This report is the Annual Report to the North Carolina Division of Water Quality as required by the
Comprehensive Guidance Manual. Additional information may be obtained upon request.
I. General Information
Program Elements:
Tony Hawkins, Treatment Plant Manager until December 2023 and Arthur Hough took over at
the end of December, 2023, administers the City Pretreatment Program. Sara Rhodes is the
current Pretreatment Coordinator and started on September 19, 2021.
All Significant Industrial Users have current permits. The Headworks Analysis was approved in
2020. All industries were inspected this year. There were no Industries in SNC for the first six
month period, BSH IUP 1100 was in SNC for the second six month period for BOD and oil and
grease. More details are listed for each industry below:
Craven County Wood Energy L.P. (permit # 1200)
Permit: Craven County Wood Burning Energy L.P. is a Significant Industrial User. The permit
for Craven County Wood Energy L.P. will expire December 31, 2024. Dainiel Jones is Chemical
Tech and Water Quality representative for the industry.
Compliance: The facility was inspected on 8/2/2023. Mr. Jones was present for the facility
inspection. There were no changes in the process. The plant was well maintained, and the records
were in order. There were no violations during 2023.
Fees/Fines: The facility was charged $1600 in administration fees and $1111.10 in sampling fees.
Billing covered activities from January to December 2023, invoices were mailed on January, 30,
2024.
BSH-Range Facility (permit # 1100)
Permit: The Permit for BSH Range was renewed last year. The permit for BSH Range is effective
until midnight on December 31, 2027. Matthew Herman is the Environmental Engineer and
representative's for this industry.
Compliance: The facility was inspected on 4/28/2023. Mr. Matthew Herman, Environmental
Engineer, was the representative for the facility. The city has received the Production Records
and copies are attached to this report. BSH first six-month period had two violations for oil and
grease, two violations for copper and two violations for BOD. In the second six-month period
BSH had Violations in Cyanide and Copper and was in SNC for BOD and oil and grease. BSH
voluntarily stopped discharging until their pretreatment process has been corrected. Shamrock
Environmental pumps and hauls their industrial waste. The public notice was published on
January 25, 2024, and the affidavit should be sent in within 30 days. I have a copy of the
publication along with the receipt for payment in the significant non-compliance report section.
Fees/Fines: the facility was charged $1600.00 in administration fees, $1124.10 in sampling fees
and $1927.80 in violation fees. This billing covered activities from January to December 2023,
invoices were mailed out January 30, 2024, and violation fees were paid as they occurred.
Coastal Regional Solid Waste Management Authority CRSWMA (Permit #0900)
Permit: The permit for Coastal Regional Solid Waste Management Authority was renewed last
year. The permit for Coastal Regional Solid Waste Management Authority is effective until
midnight December 31, 2027. The representative for the industry is Bobby Darden, Executive
Director.
Compliance: The facility was inspected on 6/29/2023. Mr. Darden was present for the
inspection. The facility was well managed, and records were organized. There were no
violations during 2023.
Fees/Fines: The facility was charged $1600.00 in administration fees and $1213.10 in sampling
fees. These billing covered activities from January to December 2023, invoices were mailed out
January 30, 2024.
Chatsworth Products, Inc. (permit #0600)
Permit: The permit for Chatsworth Products, Inc. was renewed last year. It is effective until
midnight December 31, 2027. The representative for the industry is Stephanie Butz, Quality
Assurance Engineer.
Compliance:
The facility was inspected on 7/25/2023. Ms. Stephanie Butz was present for the inspection. The
facility was well managed, and records were organized. There was violations for BOD, pH and
oil and grease for August, 2023.
Fees/Fines: The facility was charged $1600.00 in administration fees and $11213.10 in sampling
fees. These billings covered activities from January to December 2023, which were mailed out
January 30, 2024.

C. Significant Industrial Users on Compliance Schedule
There are no industries on compliance scheduling.
D. Significant Industrial Users in Significant Non Compliance
BSH Range, Permit #1100 was in SNC for the second six month period for BOD and oil
and grease.
E. Waste Reduction Activities
a. POTW
The Wastewater Treatment Plant treated approximately 1.5 billion gallons of
wastewater in 2023.The monthly average flow was 126 million gallons, and the daily
average was 4.133 million gallons. The plant had one violation for the calendar year
of 2023. The plant exceeded its weekly ammonia nitrogen limit of 6 parts per million
by 0.7 parts per million for the week of January 0 1 - January 07, 2023. The plant met
all other monitoring permit requirements for 2023. The annual removal rate was
greater than 99.47% for oxygen demanding pollutants or 1424 tons for the year. The
average biological oxygen demand for the effluent was less than 1.0 parts per
million. The annual removal rate was 100 % for total suspended solids or 18.36 tons
for the year. The average annual total suspended solids for the effluent was less than
2.5 part per million.
The New Bern Seven Water Reclamation Plant is an Aerated Extended
aeration plant that uses the biological process to treat the waste and then
disinfects using chlorine. The final treatment is a tree farm located off site.
The trees use any nutrients left in the effluent to grow. The New Bern Seven
plant had one fecal violation for a daily sample. This is a grab sample that
exceeded the permitted daily limit. Follow-up samples were taken, which
were well below the permitted daily limit. A follow-up report showed a
chlorine pump malfunction. It was repaired immediately.
b. The industries
BSH-Dishwasher Facility (Permit #1000) is involved in the waste production
activities: W13, W21, W23, W24, W31, W32, W33, W34, W36, W41, W51, W52,
W54, W55, W61, W64, and W83.
BSH-Range Facility (Permit #1100) is involved in the waste production activities:
W24, W31, W32, W33, W34, W36, and W51.
Coastal Regional Solid Waste Management Authority CRSWMA (Permit #0900) is
involved in recycling tires, producing mulch from yard waste and is utilizing methane
production.
Chatsworth Products, Inc. (permit #0600) is involved in the waste production
activities: W19 and W60.

Definitions:
Count The number of daily sample data values or the number of average sampling events used for checking
compliance with average limits.
