This letter is to inform you that the City of Reidsville was in compliance with their revised
discharge effluent limitations in Permit No. NC0046345.
Currently, the City is operating one lagoon while work on the other lagoon is progressing. As
such, the City is able to discharge its backwash to the completed lagoon (No. 2), decant with
the new pump station and dechlorinate the decanted effluent with the new calcium thiosulfate
chemical feed system. Adequate contact time is provided in the new contact chamber.
Work is progressing on the decant structure in Lagoon No. 1 and is anticipated to be
completed in the next 10 to 15 days. When this milestone is complete, the City will then
have more storage and more detention time to assist with natural degradation of the total
residual chlorine in the backwash.
Until then, the City's Operator Responsible In Charge is maintaining a chemical feed rate that
will effectively dechlorinate the effluent and maintain a healthy dissolved oxygen level in the
effluent.
Reaching this milestone has required a slight deviation and phasing of the project. Given the
drought and Greensboro's dependence on finished water supply from Reidsville during the
drought, the City has been treating and pumping water at is maximum rate. As a result,
backwash quantities to the alum sludge lagoons have been elevated throughout the
construction period and posed difficulties for completing the project as one body of work.

Therefore, the City requests a final onsite inspection of the installed facilities once work is
fully complete and will provide a 48 hour notification to the Winston-Salem Regional Office
as outlined in the Authorization to Construct.
In the meantime, we trust our letter and response provides you with confidence the system is
substantial complete and meets the intent of the approved plans and specifications. Our
Engineer's Certification will be forthcoming once Lagoon No. 1 is up and running.

The Division has reviewed your letter dated December 19, 2007 to extend the City of Reidsville's Total
Residual Chlorine (TRC) Limit compliance schedule for its Water Treatment Plant until December 10, 2008.
The original permit provided 18 months for budgeting, design and construction of the dechlorination
facilities. Additionally, the Division recently approved your request for an additional 9 months extension due
to the difficulties you have encountered in completing this goal. The Division believes that extension should
provide sufficient time to meet the TRC limit. Therefore, the City's current request cannot be granted and
Reidsville should make every effort to comply with the TRC limit that becomes effective September 1, 2008.
