This CoC is issued pursuant to the requirements of North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated October 15, 2007 [or as subsequently amended]. If any parts, measurement frequencies or sampling requirements contained in this General Permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, the certificate of coverage shall be final and binding. Please take notice that this Certificate of Coverage is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the certificate of coverage. Contact the Winston-Salem Regional Office prior to any sale or transfer of the permitted facility. Regional Office staff will assist you in documenting the transfer of this CoC. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal or Local governmental permit that may be required. I have no idea what came up that I did not send those in as we discussed. The status as of now is I have two envelopes in my car that will be going straight to the post office after work. One envelope will go straight to Raleigh as we discussed. The second is going to Barbara Little for her to sign and it contains the stamped envelope for her to send it on to Raleigh. I have already signed both copies. I would think one or both should be in Raleigh within the week. Thanks for the reminder. Do we really want "lobe the next bedroom community for Charlotte? Do we really need to provide cooling water for ill conceived Duke Energy power plants? Does•ALL that will be lost in Upper Cleveland County really have a price tag on it? How much is'a FAMILY farm worth, or an old HOME PLACE, or an old.SHARECROPPER . COMMUNITY or a 100+ year old cemetery, or the CHURCH attached to that cemetery, How much? Doesn't'anyone have enough imagiantion to figure a way to meet the WATER needs of current and future citizens/businesses in Cleveland County without destroying all that makes Upper Cleveland County the special place it is? Wide open spaces, mountain views, working farms, coyotes howling at night, wild turkeys,land that has been in the hands;.of the.same families for generations just to name a few. This place is • SPECIAL! There are alternatives:to building reservoirs and flooding_hundreds of acres of land;to " . meet these n•eeds how about MORE Cooperation.among existing water' processors?'How about collapsible dams that can be:used.during times of drought; • the technology does exist, just ask'Albequerque, NM or Rend, NV)? Or worse case--- ' how about a SMALL reservoir along the flood plain? These are but a few of the options. Imagine!!! . We're beginning to do some work at the Nicholas Institute . on water allocation issues. Both nuclear & coal fired plants consume vast amounts of water. I think Progress & Duke use about 9 billion gallons of water per day.
