The original questions/requests are copied below as they appear within letter and are then followed by our response. Additional Information Requested: 1. Please provide full size plans at a scale of 1 " = 50' or larger that details the entire site including drainage area boundaries, impacts to waters of the state, and stormwater drainage system. As per the engineer, attached are copies of the Site Grading Plans, stormwater Management Plans and details containing the information requested. 2. Please label and identify the types of BMP's on the plans. As per the engineer, the BMP's are labeled on the attached plans. The wet detention ponds on the site were designed to provide pre-post stormwater detention and water quality treatment based on previous DWQ design guidelines. Detailed calculations are not attached as these BMP's are not intended to meet nitrogen removal requirements. Diffuse flow into the riparian buffers is provided to meet NSW watershed requirements. 3. Where applicable on the plans, please include BMP system component details such as Inflow and Outflow Structures, Pretreatment Systems (Forebays), High Flow Bypass Structures, Overflow and Emergency Spillway, Erosion and Sediment Control and Monitoring devises such as Energy Dissipaters and sediment Accumulation/Depth Markers. Please provide supporting calculations for sizing each component. As per the engineer, details of the proposed Level Spreader are provided on sheet C7.16 of the attached plans. Details of the proposed wet detention ponds are also provided although these devises are not being utilized to meet nutrient removal requirements. 4. The drainage area where the new High School and Student parking are located is considered a pocket of high density. Therefore the Division of Water Qualify requires that the BMP in Area 4 meet both 85% TSS and 30% TN removal efficiencies such as bioretention structures, stormwater wetlands or ponds followed by forested filter strips designed according to the latest version of the NCDENR Sformwater Best Management Practices Manual. Water Quality Certification 3625 does not include a condition requiring a stormwater management plan to treat 85% TSS and 30% TN, or specific BMP's such as bioretention structures, stormwater wetlands or ponds followed by forested filter strips therefore a stormwater management plan to meet the 85% TSS and 30% TN removal has not been designed and should not be required. 5. Since the project is located in a NSW watershed, all stormwater outflow through the riparian buffer shall meet diffuse flow provisions such as discharging over a level spreader located outside the riparian buffer with down slope not to exceed 6% or 8% for grass or forested filter strip respectively. On the other hand, BMP's that meet conditions specified in item 4 above may substitute for diffuse flow provisions that will allow direct discharge into stream channels. Please provide supplements for each level spreader along with all items in the corresponding Required Items Checklist. As per the engineer, the points of stormwater outflow are addressed below starting with the discharge from Dry Detention Pond A in the northeast corner of the site and progressing counter-clockwise around the site: Discharge Point 1-Outfall from Drv Detention Pond A Discharge from this outlet is directed into an old drained pond bed (isolated wetland). There is a distance of approximately 320 linear feet between the outlet structure and the riparian buffer located below the old pond dam of the drained pond. Discharge Point 2-Outfall from Wet Detention Pond G Outflow from this discharge point flows to an existing, expansive wetland/floodplain area that, due to the natural existing topography, will provide natural diffuse flow of stormwater into the stream buffer. There is a distance of approximately 360 linear feet between the outlet structure and the jurisdictional wetland and an additional 3001inear feet (totaling an approximate 660 linear feet) to the riparian buffer of Smith Creek. Discharge Point 3-Outfall from Storm Drain Outlet B6 A level spreader has been added to the plans where discharge from this outlet approaches the stream buffer. A Level Spreader Supplement from and draft 18~M Agreement are attached, this draft 18~M Agreement has been sent to Wake County Public School System for signature and to be notarized. Please note that a signed and notarized 18~M agreement and deed restriction will be provided following DWQ acceptance of the proposed devise. Discharge Point 4-Outfall from Wet Detention Pond B Outflow from this discharge point flows to an existing, expansive wetland/floodplain area that due to natural existing topography, will provide natural diffuse flow of stormwater into the stream buffer located more than 1,500 linear feet from the pipe outlet. Discharge Point 4-Outfall from Wet Detention Pond C Outflow from this discharge point flows to an existing, expansive wetland/floodplain area that due to natural existing topography, will provide natural diffuse flow of stormwater into the stream buffer located more than 800 linear feet from the pipe outlet. Discharge Point 4-Outfall from Wet Detention Pond D Outflow from this discharge point flows to an existing, expansive wetland/floodplain area that due to natural existing topography, will provide natural diffuse flow of stormwater into the stream buffer located more than 1751inear feet from the pipe outlet. We anticipate that this answers all of the DWQ's questions in order to complete the final review process for Water Quality Certification 3625 and Riparian Buffer Authorization. This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BMP.
