New pumps were installed in stations 11 and 12. Four manhole rings and covers have been resealed with concrete. All missing manholes listed as not found have been located and updated on the map system, with the exception of 3-407 and 1-96. Three point repairs have been completed and four manholes have been wiped with epoxy liner. The Town Board of Commissioners voted on October 3, 2023 to approve a seven percent increase to our water/sewer rates to add monies to the CIP to help fund future repairs and for ongoing Inflow & Infiltration issues that currently plaque the town. Step Construction has completed 6,057 feet of slip lining cured -in -place piping. Step Construction has also completed fifty new cleanout installations. A damaged sewer main was located near missing manhole 3-407. We are consulting with our engineers regarding repairs, there are signs of inflow and infiltration. Report on Expected Progress In the January, February & March 2024 Quarter We are currently awaiting a schedule from the CDBG-I 20-1-3610 contractor Step Construction to complete the slip lining of approximately 1,800 feet of cured -in -place pipe and four manhole repairs. The location is South Johnson Street. We will continue to perform manhole inspections, smoke testing, camera work. We will continue trying to locate missing manholes 3-407 and 1-96. We expect the sewer taps from the house to the main to be replaced by the end of March 2024 with regards to CDBG- 1 20-1-3610 project. Non- Discharge WQ0029169 Contract I Report on Proaress Made Under SOC Reauirements The spray head in field number one has been repaired. There are heads depicted as half circle on the plans but were installed as full circle in the fields. The leaking valve in field nine has been repaired. A list of problems have been noted with heads spraying off permit area onto neighboring properties, across ditches and into the woods off the permit site. The low areas are still channeling water off the permit site. There is ponding in the fields, spray heads that do not overlap and cover fields as they should. Due to the R fields being cut off the system is building too much pressure and shuts down pumps field 7 and 9. On January 17, 2024 a meeting was held at the plant with DWQ staff and soils contractor to go over the need for more soil testing. The contractor was onsite to look at soil and conduct a study. This report is pending. Report on Expected Progress In the January, February & March 2024 Quarter The contractor is scheduled to be on site January 29, 2024 to address the remaining punch list. Discharge Permit NCO020575 Contract II Report on Progress Made Under SOC Requirements The Effluent flow meter has been replaced with a new unit and appears to be recording the flow to the stream as it should. The level control for the influent pump station has also been replaced with a new unit. Head Works Analysis/Industrial Water Survey Sample have been taken and sent to lab. We have been informed more samples have to be pulled and tested to a lower level. DWQ was informed of this on January 17, 2024. This data will be shared with contractor working on the IWS and updates will be sent to the state. Report on Expected Progress In the January, February & March 2024 Quarter On January 29, 2024 the subcontractors Dorsett is scheduled to work on the SCADA system. The subcontractor Sun Coast is scheduled to work on the controls and PLC. Some of the automated valves are not working that control flow to and from holding ponds.High pressure and high GPM continues to shut down the pumps for both transfer and irrigation systems. The control gate for the EQ basin will not stop flow to the EQ basin. This information has been forwarded to the engineers for review. We are awaiting their response to determine when and how these issues will be corrected. 2 Prior SOC Time Schedule Status On or before May 31, 2023, achieve compliance with permit conditions in Permit No. NC0020S7S and Permit No. WQ0029169. A letter was mailed to NCDEQ on June 13, 2023 advising that we would be unable to meet permit limits due to Contract I and Contract II work not being completed. The WWTP has been able to meet limits in the NPDES permit with the exception of flow as required in the SOC. Copies of the eDMR filed as required by the NPDES permit will show and flows exceeded. This is with the exception of flow to the stream for December 2023 was 1.193 mgd (See eDMRs). Due to heavy rains the creek backed up into the effluent parshall flume resulting in false reading of 4.0 mgd. We can provide additional details upon request. 3 Sincerely, Jammie Royall Town Manager
