DWR approves the submitted Corrective Action Plan (CAP) regarding the proposed stream stabilization plan above the
lower dam. Please update us on the construction schedule once the contractor mobilizes to the site. Additionally, please
provide DWR the work logs and progress reports described in the "Construction Monitoring" section of the CAP. Please
contact us immediately if any issues come up during construction.

I have reviewed the plans for the Big Hungry River -Lower Dam Stream Stabilization & Zan's comments/request for
additional information on September 11, 2015 (see below). The Corps has no further comments/request for additional
information beyond those provide by NCDENR-DWR. Please copy us with your response to NCDENR-DWR.
As stated in the March 26, 2015 issued notification of permit noncompliance, the Corps has requested submittal of a
written corrective action plan which shall contain at a minimum:
* Details to remove the unauthorized fill material,
* Short-term and long-term stream bank and stream bed stabilization measures upstream of the dam to minimize
further sediment destabilization,
* Stream restoration/enhancement activities downstream of the dam;
* Location of sediment disposal areas and details of how this sediment will be handled and stabilized,
* Proposed schedule to perform the corrective action tasks,
* Preparation of a final document detailing the performance the remedial actions with supporting as -built drawings
and photos.
NCWRC and McGill Associates have submitted much of this information since March. The Corps ask the previously
submitted information listed above, recently submitted plans for the Lower Dam Stream Stabilization, with revisions
based upon comments by NCDENR-DWR; additional information requested by NCDENR-DWR on September 11, and other
required information listed above be formalized into a written corrective action plan. This correction action plan shall be
submitted to the Corps and NCDENR-DWR for review and approval prior to undertaking the actions outlined in the plan.
The Corps can authorized the remedial actions through approval of the corrective action plan.

Thank you for meeting with us at the site last week to discuss the proposed plans. Please address the following
comments prior to finalizing the permanent stabilization plans for the Lower Big Hungry Dam site:
1. Provide the proposed construction sequence for the project. Include measures to minimize sedimentation and
turbidity impacts downstream of the work area to avoid violations of water quality standards.
Provide the proposed methods to remove accumulated sediment upstream of the temporaryjersey barrier dam.
3. Add language to the plans regarding same day stabilization of finished grade streambanks with seed and coir
matting.
4. Please complete the dimension table for the boulder toe stabilization detail and soil lift detail. Also please specify
the minimum boulder size for the proposed cross vane structure.
Provide the proposed bank slope above all the proposed boulder toe areas.
6. Provide the proposed planting densities for live stakes and trees.
7. Please describe the plan for construction oversight during the stabilization work.
8. Are there any plans to complete sediment removal of the impacted areas downstream of the dam?
We appreciate your efforts to stabilize the river to minimize additional sediment loss downstream. Don't hesitate to
