MCB Camp Lejeune is submitting this Pre -Filing Meeting Request for the proposed P-1584U Parachute Tower Road Project
located in Camp Lejeune, Onslow County, NC. As part of the Wallace Creek ADP Long -Range Plan, the purpose of the
approximately 4.06-acre proposed project to improve accessibility and traffic flow for anticipated future congestion along
Parachute Tower Road, Endurance Drive, and Birch Street through roadway repair and widening, the addition of a
roundabout, the addition of curb and gutter, traffic signal and intersection improvements, ultimately reducing future
anticipated congestion during high traffic times to ensure safer roadway conditions and safer access to critical military
facilities along Parachute Tower Road (including an armory and a residential apartment complex).
Davey Resource Group conducted a delineation in late 2022 to early 2023 and identified one wetland and one stream
within the project study area. The features were verified by the USACE on 3/27/2023 via a Preliminary JD (SAW-2023-
00445).
The proposed project will result in impacts to potentially jurisdictional wetlands and streams. It is anticipated that the
project will qualify for authorization under Nationwide #14 for Linear Transportation Projects and the corresponding
Individual or General Water Quality Certification.

the permit application.
