Dear Mr. Wood:
The self-reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by City of Hickory indicates violations of
permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1. Violations include failing to
effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or
surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a
permit is required.

Remedial actions, if not already implemented, should be taken to correct the above noncompliance. Please submit
a written response to this Notice of Violation. Your response is to be received by the regional office within 15
business days following receipt of this violation. Please include any additional documentation about this incident(s)
in the response. The submittal will be considered in determining whether the Division will assess a civil penalty for
the cited violations.

Notice of Violation, Tracking No.: NOV-2023-DV-0319
Dear Mr. Pitner:
The purpose of this correspondence is to respond to the Notice of Violation (Tracking No.: NOV-2023-DV-
0319) for the City of Hickory Collection System (Permit No. WQCS00020) that occurred July 30, 2023.
Incident #202301119 was the result of a 12" PVC line getting stopped up with roots and debris at the
manhole. The City of Hickory crews responded quickly with a jetter to try and clear the blockage. After an
unsuccessful attempt, the City of Hickory crews pumped out the line with a pump truck to stop the SSO.
Once the line was pumped out, the crew removed the roots/debris from the invert and the sewer flowed
freely.
The City of Hickory takes all violations seriously and works diligently in promoting and protecting the
environment, health and natural resources of our community through responsible stewardship in the
collection and treatment of wastewater and hopes you will consider the above factors when considering
enforcement action against the violation that occurred. Should you have any further questions, please do
