General Information
The NC State Ports Authority Tract 1 B project is located 5091 Business Drive on the south side of
Business Drive in Morehead City. The property consists of an 11.18 +/- acre tract and is bordered
by a railroad lane to the south, wooded and vacant land to the north and east, and a construction
company lot to the west. There is currently an overhead power easement located on the property as
well as an existing gravel road used for access to the easement. There are wetlands present on the
site and 0.04 acres of proposed impacts. NWP 39 will he requested for wetland impacts for
commercial development.
Ii. Stormwater Information
This project proposes a 2.69 acre gravel laydown area,as well as a new 32' wide gravel entrance
road on the northwest property line. This project is being proposed as a Low-Density development
draining to the Newport River(Class C Waters)with impervious coverage under 24%.
III. Erosion and Sedimentation Control Measures
The first phase of development will include tree removal, followed by grading and installation of a
gravel parking area. The following measures are proposed for the site. If it becomes evident that
additional erosion and sedimentation control measures are needed, they shall be installed
immediately. It is intended that all stumping, grading, and excavation activities within a certain
area will be protected as soon as that activity is complete.
1. Temporary Gravel Construction Entrance — Existing gravel drive to be used as construction
entrance. Additional measures to be implemented as needed.
2. Sediment Fence — Sediment fence, or an alternate measure, will be utilized as necessary in
locations as shown on plans or as deemed necessary by the engineer to ensure that of site
sedimentation is controlled.
3. Seeding — All disturbed areas will be seeded within 14 days following construction in
accordance with the seeding schedule shown on the plans.
4. Temporary Skimmer Basin — Skimmer basin shall be constructed at existing low points on the
site with temporary diversion berms directing sediment laden Clow toward their locations. Upon
completion and stabilization of the project the basin shall be mucked out and tilled into the
existing grade.
IV. Maintenance Plan
1. All erosion and sediment control measures shall he checked for stability and effective
operations following every runoff'producing rainfall event or at least once per week. Repairs
required shall be completed immediately to the dimension and functions indicated on the plans.
2. Sediment shall he removed from behind the sediment fencing when it becomes 0.5 feet deep at
the fence. The fence shall he replaced or repaired as necessary to maintain a barrier.
3. All seeded areas shall he fertilized,seeded and mulched within 14 calendar days of disturbance.
Disturbed areas shall be fertilized, reseeded and mulched as necessary according to the Contract
documents to establish and maintain a dense vegetative cover.
V. Construction Sequence
Phase I Logging and Stumping Operation
I. Remove and/or relocate existing obstructions.
2. The existing gravel drive off Business Drive and the existing access to the property on the
southwest corner from the neighboring property is to serve as the gravel construction entrance.
3. Install silt fencing and construction fencing at specified locations.
4. Begin logging trees.
Phase 11—Asphalt Paving and Grading
I. Excavate and grade skimmer basin.
2. Mass grade drive and laydown area.
3. Install gravel on the laydown area and proposed road.
4. Perform final grading, seed and mulch all remaining disturbed areas. Upon completion of
stabilization,muck out and till skimmer basin into the existing grade.
5. Remove silt fence.
