On January 17, 2024, a site inspection was conducted for the Murphy Brown LLC - Bladenboro Feed Mill
facility located at 255 Bryant Swamp Road, Bladenboro, Bladen County, North Carolina. A copy of the
Compliance Inspection Report is enclosed for your review. Mr. Greg Ewing, Rob Robertson and Phillip
Thoman were present during the inspection and their time and assistance is greatly appreciated. The site
visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit
NCG060000 under Certificate of Coverage NCG060282. Permit coverage authorizes the discharge of
stormwater from the facility to receiving waters designated as Reedy Branch, Class C waters in the Lumber
River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG060000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.

Inspection Summary:
Kelly Jonas and Melissa Joyner met with Mr. Greg Ewing, Mr. Rob Robertson and Mr.Phillip Thoman,to conduct an
industrial stormwater inspection at the Murphy Brown- Bladenoro Feed Mill facility in Bladenboro, Bladen County, NC. The
Stormwater Pollution Prevention Plan (SWPPP)was reviewed per the conditions of the National Pollutant Discharge
Elimination System (NPDES)General Permit NCG060000.The current SWPPP was dated August 1, 2021, and appeared to
be complete and well organized.The SWPPP has been reviewed annually, including in 2023.An updated SWPPP is
expected soon from the facility's consulting engineer. The detailed Site Map needs to include topographic contours and
percent impervious in the drainage area, and all erosion control measures.The facility conducts frequent good housekeeping
activities but does not conform to the requirements in the General Permit NCG060000.
The facility does not conduct any vehicle maintenance or cleaning at the facility.Truck wash water is collected and disposed
of offsite. No other vehicle maintenance activities are done at this facility.
Qualitative and Analytical Monitoring forms were reviewed and appeared complete. The facility has a current Representative
Outfall Status (ROS).The facility is currently under Tier I status for a total suspended solids(TSS)exceedance in November
2023. It was discussed and determined samples were being collected at the boiler blowdown discharge point, instead of at
the outfall.
The facility grounds were inspected, including the outfall, and appeared to be well-maintained.
The following corrective actions are required: 1. Update the detailed Site Map to include topographic contours and percent
impervious in the drainage area, and all control measures; 2. Document good housekeeping activities as required by the
General Permit NCG060000; 3. Conduct Analytical Monitoring at the representative outfall location.
