Jennifer,
We need to have the SMP so that we can fully evaluate the downstream impact prior to issuing the 401. It's critical for
us to ensure that stormwater will be routed, treated, and discharged in accordance with the minimum design
requirements before we can certify that the project will not negatively impact the stream.

The project civil engineers are working on item #1. Is it possible to condition the 401 to require receipt of the
SMP prior to work commencing on site?
I have responded to items 2 and 3 below
2. This project involves the expansion and growth of Sennebogen who already operates on the
site. Sennebogen was founded in 1952 and makes equipment and machinery used in scrap metal, logging,
port, and waste industries. They are expanding their business with an additional building as well as the
demonstration pads (gravel and grass) to show buyers how the equipment operates and the capabilities of
their equipment. This new building will house a training facility with hands-on instruction. Some of the training
will take place in the demonstration area. There is dramatic topography on site which dictated where the new
facilities could be located. There is 55' of elevation change from the finish floor of the existing building to the
end of stream impacts. The new building will sit 23' above the demonstration pads which will allow for an
observation patio. There is not enough room to locate the new building, demonstration pad, parking, and SCM
North of the existing building. There is a flatter ridge West of the existing building that is being utilized for the
expansion. The topography North of the existing building is much steeper as evidenced by the 68' elevation
change within a shorter distance from the existing finish floor elevation to the Northern property
boundary. There is a perennial stream that flows along the Northern boundary. Impacts to the buffer of this
perennial stream have been avoided. The proposed impacts are located on the upper reach intermittent
stream where there is very little to no sinuosity indicating erosion has likely relocated the end point of this
stream feature up the drainage. The civil engineers minimized impacts to the greatest extent possible by
planning a steep slope between the new building and the demonstration pads. Another 100'+ of stream impact
could have been proposed for impact before USACE mitigation was required.
3. Attached is a DWR stream form for CH 100 where the impacts are proposed as well as a couple of photos
within the impact reach. The area surrounding the stream has been recently timbered within the last couple of
years.

DWR has completed an initial review of the above noted application and requires additional information to continue our
review. Please provide the following information within 30 days of this email. Please note that the application will be
considered "on hold" until receipt of all the requested information.
1. A Complete Stormwater Management Plan (SMP); including all appropriate supplemental forms, O&M
agreements, calculations, drawings, etc., that complies with the requirements of the State Stormwater Program.
The Stormwater Design Manual and applicable forms may be found on the DEMLR's Stormwater website. In
addition, please also complete and submit the application form SWU-101. However, the application fee and the
last two signature pages of the form (SWU-101) are not required.
2. It appears that further avoidance and minimization is feasible for the proposed project. Can the impacts to the
intermittent stream be avoided by moving the demonstration pad?
3. Please provide a stream identification form for the on -site stream.
