4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: "
The Site is located approximately 3.5 miles southeast of Eden, Rockingham County, North Carolina on the Transcontinental Gas Pipe Line, LLC (Transco) Right -Of -Way (ROW). There are
three (3) natural gas pipelines that run the length of the ROW in this location and the ROW is routinely maintained. A fiber optic line runs between Mainlines A and B as shown.
Within the ROW, a perennial stream (Town Creek) flows relatively north across the ROW. The approximate drainage area to the Project Area is 11 square miles. The stream alignment has
shifted since Mainline A was installed resulting in the sag of the pipe no longer being under the stream which has caused Mainline A to become exposed. The pipeline is currently holding
the invert grade across more than half the channel. Additionally, a sediment island has formed in the middle of the channel upstream of the exposed pipeline causing the water flow to cut
into the stream banks resulting in erosive conditions and steep banks.
Surronding land use is residential/agricultural. The forested areas on both sides of the ROW have been cleared at some point in the past.

Transco is proposing a general maintenance project to restore cover to the pipeline and prevent further erosion over the pipeline and stream migration within the ROW. The work is
necessary to primarily ensure the continued safe operation of Transco's pipeline and secondarily to maintain the ecological function of the stream by counteracting the effect of erosion and
sedimentation in the area.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The proposed project will protect the exposed pipeline, minimize future stream migration and erosive conditions of the stream banks. The project will consist of excavating the exposed
pipeline for maintenance. Once completely exposed, it will sandblasted, inspected, and recoated. Once recoat is complete, the exposed pipeline will be encased in concrete and the
western stream bank will be cut to widen the stream and graded at a 1.6:1 slope. To protect the concrete encasement and maintain the thalweg over the pipeline, Armor Stone will be
installed up and downstream of the encasement, and up the stream banks to minimize erosion and stream migration.
The concrete encasement will be approximately 38 feet in length along Gas Mainline A. The encasement will be approximately 18" under and on each side of the pipeline, and 12" on the
top of the pipeline. The top of the concrete will mimic the existing pipeline slope within the stream channel raising the stream invert a maximum of 1 foot. The concrete slope will be the
stream bed to an elevation of 499.5' (approximately 16 LF), at which point fill will be placed over the concrete.
Immediately up and downstream of the concrete encasement, and perpendicular to the stream channel, Armor Stone will be installed as a grade controlling device to protect the concrete
and maintain the stream invert. The Armor Stone will continue up the stream bank to minimize erosion, stream migration, and sediment transport. Armor Stone will range from 1,000-2,000
lbs.
Upstream of the Armor Stone will be filled with excavated material and/or a bed stability Mix (or equivalent) to STA 1+80 to slope the stream bed back to the existing elevation. Stream
banks will be stabilized with a native seed mix. No trees will be removed to complete the work. All work will be completed within the routinely maintained ROW and the stream channel.
Access to the stream will be via existing gravel driveway and farm roads associated with 2141 Moir Mill Road, and the ROW southeast of the project area. All work will be completed within
ROW, and no trees will be removed to complete the construction. The proposed work will be completed during a 3 day NOAA No Rain Period. Pump around and dewatering practices will
be utilized as necessary to allow work to be completed in the dry. Any sediment -laden water from the work area will be pumped downstream through a sediment filter bag to reduce
sediment transport. All disturbed areas will be seeded with a native seed mix post construction.

Since the pipeline is existing infrastructure, impacts could not be avoided to allow safe and continued operation of the pipeline. The project was designed
to minimize the impacts to the greatest extent practical by keeping the impacts to the stabilize the channel within the ROW and immediately up and
downstream of the exposed pipeline.

Access to the site will be via existing gravel driveway/farm roads and the ROW to minimize impacts. All impacts will be completed within the routinely
maintained ROW.
