The RRO recommends either recording the flow meter as is, or not recording the data at all, with a note of why the data
are incorrect. Do not guesstimate the flow, as that is falsifying the data (even if your estimate's accuracy is closer than

Our NPDES permit # NC 0003042 is asking for a effluent flow recording. We are in the process of getting another flow
meter. We know the one we have now is giving us a incorrect reading. While the flow meter is out will we be in
noncompliant? We can give a guesstimated number that is closer than the meter and this number was accepted for a
long period of time before the effluent flow meter was installed.

Hi Meredith,
I received a call from Arnold Oakley last week and two this week concerning some data issues at the Roxboro WTP,
permit NC0003042. He said he left you a voicemail today as well.
On 11/4 he let me know that their flow meter to record effluent discharge was not recording the correct values. He
called the manufacturer and the installers to come out and fix the problem, because the equipment had been calibrated
properly.
On 11/7 he called me again and said the installers were supposed to come out and fix the flow meter on 11/8.
On 11/9, Arnold reported that he just realized TSS was over their limit on October 201", but was fine again on the 211.
He's not had this problem before or since, so he can't explain the spike.

I looked into the permit a little more this morning, and it looks like it has not yet expired, but I will probably begin
working on the permit renewal shortly. Please let me know if Raleigh has any concerns about the permit renewal.
If Mr. Oakley is interested in getting remissions for those violations, the person he should contact in the Central Office is
Joe Corporon, the RRO contact. His phone number is 919-807-6394. It's possible that Mr. Oakley already contacted Joe
or someone else here though, as he did not leave any voicemail for me.
