Fedex Freight, Inc..-Fayetteville, Certificate of Coverage NCGO80633 Cumberland County Dear Mr. Moreno: On December 19, 2023, Melissa Joyner and Kelly Jonas from the Fayetteville Regional Office of the Division of Energy, Mineral and Land Resources (DEMLR), conducted a site inspection for the Fedex Freight, Inc.—Fayetteville facility located at 5452 Shipman Road, Hope Mills, in Cumberland County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCGO80000 under Certificate of Coverage NCG080633, Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Grays Creek (Rainey Pond, Rainbow Pond), class B waters in the Cape Fear River Basin. As a result of the site inspection, the following permit conditions violation is noted: 1)Analytical Monitoring Per Part E, Section E-1 -E-7...Analytical monitoring has not been conducted and/or recorded in accordance with permit requirements. Other Observations Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Since Mr. Moreno is now in charge of the permit and is the facility contact person, a Permit Update Contact Request Form needs to be completed and submitted. This form may be accessed at the following link: https.//edoes.deq.nc.gov/Forms/SW-Permit-Contact-Updates The Stormwater Pollution Prevention Plan (SWPPP)was reviewed. It was noted that the SWPPP had been reviewed in 2021 and in 2023.There were no records of the required annual SWPPP review for previous years. The site map will need to include topography, show the delineated drainage area for Outfall-001, include the latitude and longitude location of the outfall and label the property boundary.A list of significant spills or leaks or the notation that this has not occurred over the past 3 years needs to be included in the SWPPP and updated annually. The list of personnel in charge of the Spill Prevention and Response Procedures should also include their signatures. Information about the location of the spill response materials should be provided. Solvents are not being utilized by the facility. There needs to be a certification statement about this information in the SWPPP. The Qualitative Monitoring forms were reviewed for Outfall-001.No Analytical Monitoring of Outfall-001 has occurred which has been required to be conducted quarterly since July 1, 2021, per the conditions of NCG General.An on-site rain gauge will need to be installed. If the rain data is collected electronically,the source must be located within one mile of the facility. Ph will need to be measured with a calibrated Ph meter within 15 minutes of the collection of the sample.After the water sampling results are received from a water laboratory, the information must be recorded on a Discharge Monitoring Report Form (DMR). On-line registration needs to occur prior to uploading these forms.At the following link one can register and access the DMRs.
