Project Description: NCDOT's Division 7 proposes to replace Bridge No. 191 on SR 2337 (Carlton
Road) over Jacobs Creek in Rocldngham County. Bridge No. 191 was built in 1956, and is considered to
be structurally deficient and functionally obsolete. There may be minor ditch-line impacts and additional
ROW is anticipated along the North side of the road. Traffic will be maintained during construction on
existing local roads (i.e. offsite detour). Temporary and permanent easements are anticipated as well;
however, their exact locations and dimensions are not known at this time. To incorporate possible
locations for additional ROW and easements, project length along SR 2337 (Carlton Road) will measure
about 305 feet from either end of the bridge and 50 feet from centerline to the south and 100 feet from
centerline to the north. Based on these dimensions, the Area of Potential Effects (APE) measures
approximately 95,316 square feet or about 2.19 acres, inclusive of the existing roadway and structure.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
A inap review and site file search was conducted at the Office oi State Archaeology (OSA) on Tuesday,
October 21, 2014. A comprehensive archaeological survey at this particular bridge location has never
been conducted, and no archaeological sites have been recorded within one-half (1/2) mile of the
proposed project. Digital copies of HPO's maps (Ellisboro Quadrangle) as well as the HPOWEB GIS
Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Thursday, October 23, 2014. There are no
known historic architectural resources located within or adjacent to the proposed project corridor that may
have intact archaeological deposits within the footprint of the proposed project. In addition, topographic
maps, historic maps (NCMaps website), USDA soil survey maps, and historic orthophotography were
utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric
settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological,
and other erosive-type disturbances within and surrounding the archaeological APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
This is a State-funded project that may require a Federal permit as well as permanent and temporary
easements. The location of such easements is not known at this time; however, all proposed project
activities are to take place within the proposed APE as deiined above. Since NCDOT's existing ROW
along SR 2337 (Carlton Road) measures 60 feet wide, there may be environmental impacts beyond what
is currently owned/maintained by the NCDOT. From an environmental perspective, the APE consists of
the rolling and undulating terrain characteristic of the North Carolina Piedmont, and is composed of only

two (2) soil types: Pacolet sandy clay loam, 8-15% slopes, eroded (PcD2) to either side of the drainage
and Pacolet sandy loam, 15-25% slopes (PaE) along the side slopes of the drainage. The Ofiice of State
Archaeology (OSA) has reviewed one (1) nearby project (ER 00-8890 [Goldhill Nextel Tower]) for
which the probability of containing intact archaeological resources was considered low based on the
presence of eroded soils and steeply sloped topography similar to what is present within the APE. Based
on the overall topography, notable erosion, and hydric soils within the APE, it is believed that the project
area, as depicted, is unlikely to contain intact and significant archaeological resources. Therefore, there
should be no archaeological survey required for this project. If design plans change or are made available
prior to construction, then additional consultation regarding archaeology will be required. At this time, no
further archaeological work is recommended. If archaeological materials are uncovered during project
activities, then such resources will be dealt with according to the procedures set forth for "unanticipated
discoveries," to include notification of NCDOT's Archaeology Group.
