The Nortl� Carolina Depv�tment of Transportation is scheduled to replace Bridge #191 with a
new bridge at tl�e same location. I have included the Attachments G& L with a p�roject
description and a set of the project plans. A stormwater management plan is also attached. Please
review this project for compliance by your Division.
We plan to begin construction as soon as possible. If further information is required, please

Project Description — The project consists of replacing Bridge #191 over Jacobs Creek on SR
2337 (Cariton Road) and improving roadway approaches. The existing 41' long, single span
bridge is structurally deficient and will be replaced with a new, single span 65' L X 30' W, cored
slab bridge at the same location. An off-site detour will be utilized during construction. The
project involves no wetland impacts (while there are wetlands within the project study area,
there are no wetlands on the project site) and 56 linear feet of permanent stream impacts (to
tributary SA which is associated with fill slope stabilization. It should be noted that there is
already rip rap lining the bank of this tributary, however, NCDOT will be refreshing as part of this
project. The thalweg of the tributary channel will not be impacted, nor are any permanent
impacts associated with the bridge replacement over Jacobs Creek proper. There are no deck

drains on the bridge; instead, stormwater runoff will be captured and discharged into existing
roadside ditches and outlet at non-erosive velocities. Bioiogists from the Biological Surveys
Group surveyed the project site for Roanoke logperch and James spiny mussel and concluded
that the proposed project "is not likely to adversely affecY' the federally endangered James
spinymussel and Roanoke logperch. A similar survey was conducted for the Smooth
Coneflower and no species were found. The Bald Eagle is protected in every county in North
Carolina under the Bald and Gold Eagle Protection Act; however, no suitable feeding/water
source is located within one mile of the project study area to support Bald Eagle habitat. Also,
Mr. Gary Jordan (USFWS) recently released the Programmatic Conference Opinion (PCO) for
the recently listed Northern Long Eared Bat (NLEB). This opinion, states in part, that "...it is the
Service's conference opinion that NCDOT activities in eastern North Carolina (Divisions 1-8), as
proposed, are not likely to jeopardize the coniinued existence of the NLEB."
