Hinckley 9606 Morrisville Parkway Cary, NC 27519 Subject: Fill Soil Certification Hinckley SFR Wastewater Irrigation System 9609 Morrisville Parkway, Cary, NC 27519 Wake County PIN: 0724568144 Permit No. WQ0043762 Agri -Waste Technology, Inc. (AWT) has reviewed the fill soil specified in the subject permit for construction of a single-family residence wastewater irrigation system. In the soil scientist summary report (AWT report dated August 25, 2022) for the permit application it was specified that upwards of 10-12 inches of fill soil be necessary to maintain the separation to the Seasonal High -Water Table (SHWT). Chris McGee, LSS reviewed the fill placement plan with contractor prior to installation to address minimum depth to SHWT, slope stabilization, and overall site grade. A sample of the fill soil was provided by the contractor and approved prior to site placement. Subsequent visits by AWT staff confirmed the contractor spread adequate fill soil across the drainfield area and ensured proper stabilization. Some settling is expected; however, the additional soil should allow for proper separation even after settling has occurred. All soil borings show that all indicators of seasonal wetness were below 12 inches. The fill material is a sandy loam textured topsoil mix. The fill material was placed and graded smoothly over the system where the depth to the clay subsoils and seasonal wetness was the most restrictive. The fill soil was designed to allow for adequate infiltration to avoid ponding and runoff of applied effluent, in addition to the SHWT separation. The surface texture of sandy loam will allow infiltration at 0.4 to 0.6 inches per hour, which is well above the permitted limit of 0.15 inches per hour. Therefore, no ponding of effluent is expected. The deeper soil permeability was measured prior to the permitting of this site. The permeability was assessed by measuring saturated hydraulic conductivity in the least permeable soil layer. No changes to these rates are expected, and the system is designed around the most restrictive layers with a conservative design (drainage) factor as shown in the original permit application submittal. 3 of 30 In summary, the fill placement meets the specifications for this project and it is expected to allow system operation with no ponding or runoff, and will allow for minimal separation of 12 inches or greater to the seasonal high water table. This letter has been submitted to the Raleigh Regional Office of DWR on your behalf to satisfy the permit requirement. We appreciate the opportunity to assist you. Please contact us with any questions, concerns, or comments upon review of this information.
