Dear Mr. Howard:
On July 27, 2015, Katie Merritt with the Division of Water Resources (DWR) notified Restoration Systems,
LLC (RS) that DWR was performing an annual audit of all nutrient offset and riparian buffer mitigation
credit sales for all private nutrient offset and riparian buffer mitigation banks in North Carolina. Along with
this notification, Ms. Merritt requested all credit ledgers along with all corresponding receipts and local
government approval/verification letters for the following banks from January 1, 2015 to June 30, 2015:
• Lane Island Bank (92008-05100) BUFFER LEDGER ONLY
• Pancho (92010-00990)
• Bass Mountain (92009-0622)
• Half Mile Branch (2010-0099v4)
On July 30, 2015, August 20, 2015 and September 16, 2015 DWR received all of the requested
documentation. Findings from this audit suggest that all credit sales are now compliant. Your approved
ledgers will be posted at the following link: htt-o://-oortal.ncdenr.or�4/web/wci/nutrientbufferbanks.
Please note, that prior to accepting payments for nutrient offsets in the Jordan Watershed, which includes the
Haw Subwatershed, RS must request and receive the Nutrient Offset Report Form along with any approvals
from the local government. A copy of the correspondence from DWR to local governments regarding the
use of the nutrient reporting form is attached.
