1. FACILITY SUMMARY
The Grover WWTP is a minor municipal facility (flow<1 MGD) that receives 100% domestic
waste. The design capacity for the treatment system is 0.1 MGD and the permitted flow is 0.1
MGD. The facility consists of the following components:
• Manual bar screen
• Aeration basin with diffused air
• Clarifier
• Chlorine contact tank
• Tablet dechlorination
• Aerated sludge holding tank
• Two (2) sand filter beds

RENEWAL SUMMARY
This renewal contains the following changes:
• Updated Section A. (3) to reflect current federal requirements for Electronic Reporting of
Discharge Monitoring Reports.
• Winter ammonia limits have been adjusted to be no less stringent than two times the summer
limit in accordance with 15A NCAC 0213.0404 (c).
• Section A (2) has been updated at the request of the Division's Mooresville Regional Office
There was a discrepancy in coordinates in the application, but the applicant confirmed that the coordinates
on the map are the correct ones.

I spoke with Nick also. Kings Mountain is now not certain when they will build their new WWTP, if
they build it at all. Grover will continue discharging in the short term, and possibly the long term also.
Just re -work the existing condition in the permit. The wording could be:
"The permittee shall contact the Mooresville Regional Office (MRO) within 60 days
of the effective date of this permit and confirm the status of this discharge, and
whether it will be transferred to another POTW. The permittee shall make a similar
report annually to the MRO for the remainder of the permit cycle."
No need for anything fancy.

with the City of Kings Mountain's AtC for a new WWTP that included the Town of Grover connecting
on to it. I believe the AtC was issued; however, the City of KM has been going back and forth as to
whether or not they will build this new WWTP. I think you should leave the permit condition in the
new permit and have the Town submit an update to us (say within 180 days of effective date) as to
the status of the termination of their discharge.
