The assistance of Mr. Moore at the time of the inspection was appreciated. The facility is permitted for the operation a .00045 (MGD) wastewater treatment and irrigation facility consisting of a .001 gallon septic tank; a subsurface sand filter; a chlorine disinfection unit; a .0015-gallon pump/storage tank with dosing pump; a 0.35-acre spray irrigation area with eight spray heads (shared with permit # WQ0040020) and all associated piping, valves, controls, and appurtenances with no discharge of wastes to surface waters. The permit, which was issued June 19, 2018, is effective through August 31, 2023. Division records indicate the required annual fee for the period ending June 30, 2024, due July 01, 2023, has been paid. Findings during the inspection were as follows: 1. Treatment system Operation: The wastewater treatment system shall be effectively maintained and always operated so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. The treatment system components are to be inspected weekly and monthly by the permittee. At the time of inspection, the permittee gave a comprehensive tour of the system components. 2. Pumping the septic tank: You are required to inspect the septic tank annually to determine if solids must be removed or if other maintenance is necessary. A pumping company can check the status periodically and determine when pumping is required. The non -discharge permit NORTH CAROLINA North Carolina Department of Environmental Quality I Division of Water Resources Raleigh Regional Office 1 3800 Barrett Drive I Raleigh, North Carolina 27609 919.791.4200 DocuSign Envelope ID: A50E824F-3C42-4F14-9479-46161 BE5600C requires the permittee to retain records associated with residuals disposal for a period of 5 years. The permittee stated that the system has not been active for a period of ten years and the property is vacant. 3. Disinfection: The system uses a tablet chlorination disinfection unit for disinfection of wastewater. The chlorination tablet disinfection system provides effective disinfection and reduces harmful bacteria from entering the environment. The chlorine tablet disinfection system should be checked weekly to ensure proper disinfection of the wastewater prior to spray irrigation. The tablet chlorinator was located at the time of inspection. The tablet feeder had tablets in the chlorinator. The supply of the correct tablets was verified at the time of inspection. The control junction box was located, and new electric control GFCI for the dosing pump has been contracted to be replaced. Please forward a maintenance receipt for these repairs to this office once they are completed. 4. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. At the time of inspection, the spray irrigation system was not evaluated for proper operation. The spray field vegetative cover was in good condition, there was no evidence of surface runoff or ponding. All spray heads were intact and appeared to be in good operational order. Please continue to periodically inspect and evaluate the wastewater spray irrigation system components are properly maintained and operating as designed.
