Jennifer,
So long as you do not go out the original footprint or go deeper than originally planned you do not need a modification
from this office. The permit is good for multiple dredge events during the life of the permit as long as all the
requirements are met as it does not specify a onetime event.
If you have any additional questions, please call me.

Hi Joanne,
I'm just following up to my email below regarding the USACE permit modification for this project. Do you know when we
can expect the modified DWR water quality certification now that the USACE permit mod has been issued?
Thank you,
Jennifer

Hi Joanne,
I received the attached USACE permit modification for the above referenced project. I saw that you were copied so I'm
following-up to ensure you had received it and ask about the status of the DER water quality certification for this project.
Please let me know if you have any questions or need anything from me.
Thank you,
Jennifer

Hi Joanne,
I forgot to copy you on the attached email to Sarah "Liz" Hair who is the new USACE project manager for this project. She
is supposed to be reviewing the information I sent her and then she'll let me know how we need to proceed. I have not
received a response from her yet so I plan to follow-up and will copy you on the email.
Thanks,
Jennifer

Subject: Coast Guard Dredging Project - DWQ# 2011-0905; USACE Action ID# 2005-00748, USCG -Atlantic Beach,
Carteret County, NC
Hello Joanne,
I am working with the US Coast Guard (USCG) on a maintenance dredging project within the small boat basin at their field
office in Atlantic Beach, NC. The USCG was issued a permit from your office in November 2011 to conduct maintenance
dredging of approximately 8,732 cubic yards (2.2 acres) of material within the basin (see attached), the associated USACE
Section 404 permit expires on December 31, 2022. However, the USCG needs to remove additional material from high
spots that were missed during the previous dredging activities and sediment that has accumulated since that time. Based
on the volume of material removed in 2012 and the volume of material that needs to be removed to allow the boats to
transit and moor, the cumulative total of material removed will exceed the permitted amount.
Therefore, I wanted to contact you to discuss the project and determine whether a permit modification or a new
permit/certification is needed. In addition, the design plans for the 2012 permit involved dewatering onsite from a
containment area, however, the USCG anticipates dewatering the dredge material from a barge located within the
proposed dredge area. The dredge area will be surrounded by a weighted turbidity curtain and will remain in-place
during and for a period of time following the dredging activities. The material will then be loaded into trucks and
transported to an approved, licensed disposal facility.
I have also reached out to the USACE Wilmington District on this matter. I suspect a new pre -construction notification
package is needed but I wanted to discuss this with both of you before proceeding.
Please contact me at your earliest convenience to discuss this project and the path forward.
Thank you in advance,
Jennifer
