NORTH CAROLINA Director Environmental Quality December 21, 2023 Mr. Andrew Steinhauer General Manager Ajinomoto Health and Nutrition, North America Inc 4020 Ajinomoto Drive Raleigh, NC 27610 SUBJECT: Land Application Annual Report 2022 Review Ajinomoto Health and Nutrition, North America Class A Residuals Program Non-discharge Permit No. WQ0032618 Wake County Dear Mr. Steinhauer: On December 21, 2023, Dorothy M Robson of the Raleigh Regional Office reviewed the 2022 Land Application Annual Report for permit WQ0032618. The report was submitted on February 24, 2023. The report was prepared by Soil Plus, LLC. According to the report, the Ajinomoto processed a total of 415.01 dry tons of Class A biosolids. The biosolids were dispersed as follows: • Granville Farms, Inc. dispersed 415.01 dry tons of the cell cream by-product to farms located in Edgecombe, and Nash counties for agricultural purposes. • An additional 990.98 dry tons of biosolids produced by the wastewater pretreatment system were further processed by a private composting facility. The report provided the field loading estimates for nitrogen application and the analysis for metals and nutrients as stipulated in the February 16, 2022 permit. However, the following discrepancies were noted: 1. The report was missing the Pathogen and Vector Attraction Reductions for the wastewater pretreatment system. The permit requires that the frequency to monitor pathogens and vector attraction is once per quarter and to be reported annually. 2. The permit requires the residuals shall be analyzed for non-hazardous characteristics once every two (2) years. The analysis was included in the 2020 Annual Report. However, the analysis was not included in the 2022 Annual Report. This letter is a notification of the results of the compliance inspection. Within 30-days receipt of this letter, submit a written response to this office addressing the issues noted in items 1 and 2 above.
