Dear Joseph Myers,
On behalf of BlackStream, LLC, Timmons Group is requesting a confirmation of the stream
origin/buffer applicability determination for the Youngsville Subdivision site (the Site).
The Site encompasses approximately 89.0 acres and is located at NC 96 HWY in Youngsville,
North Carolina within Franklin County (Figure 1. Vicinity Map). The Site is composed of Franklin
County Parcel Identification Numbers (PIN) 1853-01-7876, 1853-10-1482, 1853-10-0771, 1843-
91-5197, 1853-01-2305 (Figure 4. Parcel Map). The Site consists of open maintained areas
associated with a commercial development, mixed hardwood and pine forested areas, earthen
roads, and two road utility easements.
The Site is located within the Richland Creek subwatershed (Hydrologic Unit Code [HUC]
030202010701) in the Neuse River Basin. The Site drains to the West via surface flow and
unnamed tributaries to Richland Creek, which has a NC Division of Water Resources (DWR)
Stream Index Number of 27-21-(0.5) and a Stream Classification of C;NSW. The Site is not
located within a Federal Emergency Management Agency (FEMA) 100-year floodplain
according to FEMA Flood Insurance Rate Map (FIRM) Panel 3720185300K, 3720184300K, and
3720185200J (effective 04/16/2013, 04/15/2013, and 01/15/2004).
A delineation of the Site was conducted by Timmons Group Senior Environmental Scientist
Amanda Johnson and Environmental Scientist Kate Hefner on August 24, 2023 to identify
potential features subject to riparian buffer rules. The Site was delineated based upon the
methodology outlined in the 1987 U.S. Army Corps of Engineers (USACE) Wetland Delineation
Manual and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual:
Eastern Mountains and Piedmont (Version 2.0). In addition, streams were delineated based
upon the methodology outlined in the DWR Methodology for Identification of Intermittent and
Perennial Streams and Their Origins (Version 4.11).
Based on our field investigation, two potential perennial stream segments totaling approximately
2,598 linear feet and one potential intermittent stream segment totaling approximately 371 linear
feet were identified within the Site. Additionally, two potential palustrine open water (POW)
features totaling approximately 31,089 square feet in size were identified within the site. The
delineated features are depicted on Figure 6. Wetlands and Waters of the U.S. Delineation Map.
A review of the most recent U.S. Geological Survey (USGS) topographic map (Franklinton
2022) and published version of the Franklin County soil survey map (2005) indicates a total of
four features would be subject to riparian buffer rules. One additional feature, that is not located
within the Site, would also be subject to riparian buffer rules, whose buffer would overlap the
southwest corner of the Site limits. (Figure 1. Vicinity Map, Figure 5. NRCS Soil Survey Map).

Please find the enclosed Preliminary Jurisdictional Determination (PJD) Request Package for
Youngsville Subdivision. On behalf of BlackStream, LLC, Timmons Group is submitting this
package to obtain a PJD of the delineation performed at the Youngsville Subdivision site (the
Site).
The Site is located within the Piedmont Physiographic Province and encompasses approximately
89.0 acres in Youngsville, North Carolina within Franklin County (See Figure 1: Vicinity Map). The
Site consists of open maintained areas associated with a commercial development, mixed
hardwood and pine forested areas, earthen roads, and two road utility easements. The Site is
bound by NC 96 Hwy W and commercial development to the north; agricultural and residential
areas to the east; forested areas to the south and open maintained areas; and Jeffery Dr,
Mosswood Blvd, and light industrial and commercial areas to the west.
The Site is located within the Richland Creek subwatershed (Hydrologic Unit Code [HUC]
030202010701) in the Neuse River Basin. The Site drains to the West via surface flow and
unnamed tributaries to Richland Creek, which has a NC Division of Water Resources (DWR)
Stream Index Number of 27-21-(0.5) and a Stream Classification of C;NSW. The Site is not
located within a Federal Emergency Management Agency (FEMA) 100-year floodplain according
to FEMA Flood Insurance Rate Map (FIRM) Panel 3720185300K, 3720184300K, and

potential waters of the U.S. (WOTUS). The Site was delineated based upon the methodology
outlined in the 1987 U.S. Army Corps of Engineers (USACE) Wetland Delineation Manual and
the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Eastern
Mountains and Piedmont (Version 2.0). In addition, streams were delineated based upon the
methodology outlined in the DWR Methodology for Identification of Intermittent and Perennial
Streams and Their Origins (Version 4.11).
During our delineation, a total, six wetland and two stream features were found within the Site
(see Figure 6: Wetlands and Waters Delineation Map). Six potential palustrine forested (PFO)
wetlands totaling approximately 2,825 square feet in size were identified within the Site.
Additionally, two potential palustrine open water (POW) features totaling approximately 31,089
square feet in size were identified within the Site. Two potential perennial stream segments
totaling approximately 2,598 linear feet and one potential intermittent stream segment totaling
approximately 371 linear feet were identified within the Site.
The PFO wetland communities within the Site can be characterized as a North Carolina Wetland
Assessment Method (NC WAM) Headwater Forest wetland type that are dominated by red maple
(Acer rubrum), sweet-gum (Liquidambar styraciflua), Japanese stilt grass (Microstegium
vimineum), and small-spike false nettle (Boehmeria cylindrica) within the canopy and understory
layers.
Primary wetland hydrology indicators observed within the Site include: High Water Table (A2) and
Saturation (A3). Secondary indicators include: Geomorphic Position (D2) and FAC-Neutral Test
(D5). At the time of on-site field investigation, saturation was observed at 4 inches below the soil
surface, and the water table was observed at 6 inches below the soil surface.
Hydric soil was identified onsite within the following soil series: Pacolet clay loam, 10 to 15 percent
slopes, moderately eroded (PaD2). Hydric soil indicators observed onsite include: Depleted Below
Dark Surface (A11), Depleted Matrix (F3), Redox Dark Surface (F6). Soils observed within
wetland areas were typically very dark grayish brown (10YR 3/2) or dark grey (10YR 4/1) with
yellowish brown (10YR 5/6) or dark yellowish brown (10YR 3/4) redoximorphic features.

It was great seeing you both out at the Youngsville Subdivision site today! We have updated the map
so that the previous POW Feature H is now POW Feature J. This should help make things easier for
the buffer determination letter.
I’ve attached the updated wetland delineation map and the ORM spreadsheet. Please let me know if
there are any additional edits or if you need any additional information.
