4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
This is an existing dry cleaning facility that has a culverted stream under the building. The stream daylights just downgradient of the building and re-enters another small driveway culvert.
The stream daylights again before entering another culvert and going under the Post Office on the neighboring property. The upper portion of the site is paved with asphalt and there are
some grassed areas on the lower portion of the site. The site is located inside the town limits of Black Mountain and is zoned Commercial Business.

This project is a proposed mixed use commercial residential development. The owner is hoping to construct a building with daylight basement residential apartments, ground level
commercial businesses, and 2nd story residential apartments.

This project is the development of a proposed mixed use commercial residential development. The owner is hoping to construct a building with daylight basement residential apartments,
ground level commercial businesses, and 2nd story residential apartments. This will involve the culverting and realigning of an existing stream on the property, much of which is already
culverted. Base flow will be pumped around during the proposed culverting so all work is completed in the dry. This project will require a variety of heavy equipment to move earth and
construct the proposed structures.

In designing the project many alternatives were considered but in order to construct the proposed development, the stream required culverting.
