RE: NOV-2023-DV-0402
Dear Mr. Boss:
I am writing in response to the above -referenced Notice of Violation. As reported, a sewer pipe failure,
due to a break, caused a total spill estimated to be 10,000 gallons which reached the surface waters of
the North Toe River.
Remedial actions included the following. On the date of the spill discovery, November 14th, 2023, the
broken underground sewer pipe was discovered at 4:05 PM. Two private local companies, Mayland
Septic Company and Triple T Septic, were called in to continuously pump out the nearby pumpstation
that supplied the pipeline, keeping the broken pipe empty. Spruce Pine Town Public Works replaced a
section of 10-inch pipe.
From the discovery of the leak to stoppage of the leak was approximately 1.5 hours. The small section
of surrounding topsoil was treated with lime. At 4:15 PM on November 14, 2023, the spill was reported
to DWQ.
Thank you for the continued assistance of the NC Division of Environmental Quality. If you need
additional information, please contact me at (828)765-3000.
Sincerely,
Darlene J. Butler
