Dear Ms. Isenhour:
Water & Land Solutions (WLS) respectfully requests the fifth credit release on the Scarborough Mitigation
Project for 10% of the total stream and 7.5% of the total wetland credits. The fourth credit release for
monitoring year 2 released 50% of the wetland credits. WLS like to propose that 50% of the wetland
credits be released for Task 5 also (normally a 15% release for Task 5). This credit release amount would
be 1,086.30 stream credits and 8.225 riparian wetland credits (16.451 wetland credits would be full
release). Also included in this letter is the anticipated bank credit release schedule per the USACE-
Wilmington template and the WLS stream and wetland credit ledgers.
The following items have been completed regarding completion of Task 5: Monitoring Year 3 (MY3) Report
and the monitoring financial assurance (casualty insurance policy) is active. If you need any additional

4 ‐ A 15% reserve of credits to be held back until the bankfull event performance standard has been met.
1 ‐ The first credit release milestone is based on the potential credits stated in the approved mitigation plan.
2 ‐ The first credit release shall occur upon establishment of the mitigation bank, which includes the following criteria:
1) Execution of the MBI or UMBI by the Sponsor and the USACE;
2) Approval of the final Mitigation Plan;
3) Mitigation bank site must be secured;
4) Delivery of the financial assurances described in the Mitigation Plan;
5) Recordation of the long‐term protection mechanism and title opinion acceptable to the USACE;
6) 404 permit verification for construction of the site, if required.

1 Project Summary
1.1 Project Location and Description
The Scarborough Mitigation Project (“Project”) is a mitigation bank under the WLS Neuse 02 Umbrella
Mitigation Bank. The Project is located approximately four miles southwest of the Town of Goldsboro in
Wayne County, NC (35.3211000, -77.98972222). The Project is located within the 8-digit HUC 03020202,
in the NC Department of Environmental Quality (NCDEQ) sub-basin 03-04-05 (Warm Water Thermal
Regime).
The Project involved the restoration, enhancement, and permanent protection of seven stream reaches
and their riparian buffers totaling approximately 11,306 linear feet of streams. The Project also included
the preservation, re-establishment, and enhancement of riparian wetlands totaling 117.95 acres on the
site. The mitigation plan provides a detailed project summary and Appendix A, Table 1 provides a summary
of project assets. Figures 1a, 1b, and 1c illustrate the project mitigation components.
Monitoring Year 3 (MY3) activities occurred in April, October, and November 2023. This report presents
the data for MY3. The Project meets the MY3 success criteria for stream hydrology, stream horizontal and
vertical stability, and stream flow. Of the 26 groundwater gauges, 14 are meeting the proposed
hydroperiod. Of the 26 fixed vegetation plots, 19 are meeting interim success criteria, including counting
appropriate volunteer species. All 15 random vegetation transects are meeting interim success criteria.
Based on these results, the Project is on a trajectory to meet success criteria in Monitoring Year 4 (MY4).
For more information on the chronology of the project history and activity, refer to Appendix A, Table 2.
Relevant project contact information is presented in Appendix A, Table 3 and project background
information is presented in Appendix A, Table 4. In February 2023, a small fire with unknown ignition
source burned approximately 11.6 acres with minimal damage and was suppressed by local firefighters
shortly after ignition. The area was monitored throughout the year, and all vegetation has returned with
vigor. Most of the burned area was outside the creditable areas, and no vegetation plots or groundwater
gauges were impacted.
1.2 Project Goals and Objectives
The Project will meet the goals and objectives described in the Scarborough Final Approved Mitigation
Plan and will address general restoration goals and opportunities outlined in the NC DMS Neuse River
Basin RBRP (DEQ 2010). More specifically, watershed goals and management strategies will be met by:
• Reducing sediment, soil erosion, turbidity, and nutrient inputs such as nitrogen and
phosphorus to the Neuse River Watershed.
• Restoring, enhancing, preserving, and protecting headwater streams, wetlands, riparian
buffers, and aquatic habitat functions.
• Improving riparian corridor management and targeting restoration of impacted streams
and riparian buffer areas.
To accomplish these project-specific goals, the following objectives will be measured to document
overall project success:
• Provide a floodplain connection to the incised/channelized Project stream reaches by
maintaining bank height ratios (BHRs) between 1.0 – 1.2, thereby promoting a more natural

headwater flow regime and overbank flood flows.
• Improve wetland hydrology and vegetation to degraded wetlands by plugging ditches and
establishing wet tolerant native species vegetation.
• Improve channel bedform diversity by increasing scour pool spacing and depth variability.
• Improve aquatic habitat and fish species diversity and migration through the addition of in-
stream cover and native woody debris.
• Site protection through a 230.838-acre conservation easement with a minimum width of
50 feet from the top of the restored stream banks. The easement protects all project
streams, wetlands, and aquatic resources in perpetuity.
1.3 Project Success Criteria
The success criteria for the Project will follow approved performance standards and monitoring protocols
from the final approved mitigation plan, which was developed in compliance with the USACE October
2016 Guidance, USACE Stream Mitigation Guidelines (April 2003 and October 2005), and 2008
Compensatory Mitigation Final Rule. Cross-section and vegetation plot data will be collected in Years 0, 1,
2, 3, 5, and 7. Stream and wetland hydrology data and visual monitoring will be reported annually. Specific
success criteria components and evaluation methods are described below.
1.3.1 Single-Thread Streams
Stream Hydrology: Four separate bankfull or over bank events must be documented within the seven-
year monitoring period, and the stream hydrology monitoring will continue until four bankfull events have
been documented in separate years. Stream hydrology monitoring will be accomplished with pressure
transducers installed in pools and correlating sensor depth to top of bank elevation. Recorded water depth
above the top of bank elevation will document a bankfull event. The devices will record water depth
hourly and will be inspected quarterly. In addition to the pressure transducers, traditional cork gauges
were installed at bankfull elevation and will be used to document bankfull events with photographs.
Stream Profiles, Vertical Stability, and Floodplain Access: Stream profiles, as a measure of vertical stability
and floodplain access, will be evaluated by looking at BHR. In addition, observed bedforms should be
consistent with those observed for channels of the design stream type(s). The BHR shall not exceed 1.2
along the restored Project stream reaches. This standard only applies to restored reaches of the channel
where BHRs were corrected through design and construction. Vertical stability will be evaluated with
visual assessment, cross-sections and, if directed by the IRT, longitudinal profile.
Stream Horizontal Stability: Cross-sections will be used to evaluate horizontal stream stability on restored
streams. There should be little change expected from as-built restoration cross-sections. If measurable
changes do occur, they will be evaluated to determine if the changes represent a movement toward a
more unstable condition (e.g., downcutting, erosion) or a movement towards increased stability (e.g.,
settling, vegetation establishment, deposition along the streambanks, decrease in width/depth ratio).
Cross-sections shall be classified using the Rosgen Stream Classification method, and all monitored cross-
sections should fall within the quantitative parameters defined for channels of the design stream type.
Reference photo transects will be taken at each permanent cross-section. Lateral photos should not
indicate excessive erosion or continuing degradation of the streambanks. Photographs will be taken of

both streambanks at each cross-section. A survey tape stretched between the permanent cross-section
monuments/pins will be centered in each of the streambank photographs. The water elevation will be
shown in the lower edge of the frame, and as much of the streambank as possible will be included in each
photo. Photographers will attempt to consistently maintain the same area in each photo over time.
Additional photo points will be taken annually at the culvert crossings, located on the project at Casey Mill
Road and Arrington Bridge Road, and in the Enhancement II section on upper UT2.
Streambed Material Condition and Stability: Pebble counts or streambed material samples will not be
collected per the IRT. The IRT reserves the right to request pebble count data/particle distributions if
deemed necessary during the monitoring period.
Jurisdictional Stream Flow: Monitoring of stream flow will be conducted to demonstrate that the restored
stream systems, classified as intermittent, exhibit surface flow for a minimum of 30 consecutive days
throughout some portion of the year during years with normal or below normal rainfall conditions. Stream
flow monitoring will be accomplished with pressure transducers installed in pools and correlating sensor
depth to the downstream top of riffle elevation. If the pool water depth is at or above the top of riffle
elevation, then the channel will be assumed to have surface flow. The devices will record water elevation
twice per day and will be inspected quarterly to document surface hydrology and provide a basis for
evaluating flow response to rainfall events. A diagram of the flow gauge installation and measurements
can be found in Appendix E.
1.3.2 Headwater Streams
Seasonal Flow: Surface flow must be documented using automatic pressure transducers (flow gauges).
Continuous surface water flow within the valley or crenulation must be documented to occur every year
for at least 30 consecutive days during the prescribed monitoring period. This will be accomplished in the
same approach as Jurisdictional Stream Flow above.
Channel Formation: During monitoring years 1 through 4, a preponderance of evidence must demonstrate
a concentration of flow indicative of channel formation within the topographic low-point of the valley or
crenulation as documented by the following indicators:
• Scour (indicating sediment transport by flowing water)
• Sediment deposition (accumulations of sediment and/or formation of ripples)
• Sediment sorting (sediment sorting indicated by grain-size distribution within primary flow path)
• Multiple observed flow events (must be documented by gauge data and/or photographs)
• Destruction of terrestrial vegetation
• Presence of litter and debris
• Wracking (deposits of drift material indicating surface water flow)
• Vegetation matted down, bent, or absent (herbaceous or otherwise)
• Leaf litter disturbed or washed away
During monitoring years 5 through 7, the stream must successfully meet the requirements above and, in
addition, must demonstrate the development of stream bed and banks as documented by the following
indicators:
• Bed and banks (may include the formation of stream bed and banks, development of channel
pattern such as meander bends and/or braiding at natural topographic breaks, woody debris, or

plant root systems)
• Natural line impressed on the bank (visible high-water mark)
• Shelving (shelving of sediment depositions indicating transport)
• Water staining (staining of rooted vegetation)
• Change in plant community (transition to species adapted for flow or inundation for a long
duration, including hydrophytes)
• Changes in character of soil (texture and/or chroma changes when compared to the soils
abutting the primary path of flow)
1.3.3 Wetlands
Wetland Hydrology: The performance standard for wetland hydrology will be at least 12 percent in the
lower elevations (i.e. floodplain areas) and 10 percent along the ridges where hydric soils transition to
upland areas. These hydroperiod ranges are based on the suggested wetland saturation thresholds for
soils’ taxonomic subgroups provided by the IRT and as compared with on-site wetland reference data. The
proposed success criteria for wetland hydrology will be when the soils are saturated within 12 inches of
the soil surface for 10 to 12 percent (23 to 27 days) of the growing season (March 21 through November
6) based on WETS data table for Wayne County, NC. The saturated conditions should occur during a period
when antecedent precipitation has been normal or drier than normal for a minimum frequency of 5 years
in 10. Precipitation data will be obtained from Seymour-Johnson AFB Airport in Goldsboro, which is
approximately one mile northeast from the Project site. A tipping bucket rain gauge was installed on- site
for reference data.
1.3.4 Vegetation
Vegetation monitoring will occur in the fall each required monitoring year, prior to leaf drop. Plots will be
monitored in years 0, 1, 2, 3, 5, and 7. Vegetative success for the Project during the intermediate
monitoring years will be based on the survival of at least 320, three-year old planted stems per acre at the
end of Year 3 of the monitoring period; and at least 260, five-year old planted stems per acre that must
average seven feet in height at the end of Year 5 of the monitoring period. The final vegetative restoration
success criteria will be achieving a density of no less than 210, seven-year old planted stems per acre that
must average 10 feet in height in Year 7 of monitoring.
1.3.5 Visual Assessment
WLS will conduct visual assessments in support of mitigation performance monitoring. Visual assessments
of all stream reaches will be conducted twice per monitoring year with at least five months in between
each site visit for each of the seven years of monitoring. Photographs will be used to visually document
system performance and any areas of concern related to streambank and bed stability, condition of in-
stream structures, channel migration, excess sediment, active headcuts, live stake mortality, invasive
plant species or animal browsing, easement boundary encroachments, and general streambed conditions.
Permanent photo points will be at the cross-sections, culvert crossings, and Enhancement II reaches.
2 Project Mitigation Components
2.1 Project Components
The Project mitigation components included a combination of Stream Restoration and Enhancement, as
well as Riparian Wetland Restoration (Re-establishment), Enhancement, and Preservation activities. The
mitigation types and approved credits are summarized Table 1.

3 Monitoring Year 3 Assessment and Results
The dates of Year 3 monitoring activities are detailed in Appendix A, Table 2. All Year 3 monitoring data is
presented in this report and in the appendices. The Project is on track for meeting stream success criteria.
Vegetation on the site is doing well overall. Seven of the 26 fixed vegetation plots are not meeting interim

criteria. All 15 random vegetation transects met interim success criteria. Wetland gauges are not fully
successful. WLS will continue to monitor gauges and implement adaptive management when/if necessary.
All monitoring device locations are depicted on the CCPV (Figure 1a-1c).
3.1 Morphological Assessment
3.1.1 Stream Horizontal Pattern & Longitudinal Profile
Visual assessment was utilized for assessment of MY3 horizontal and vertical stream stability. The visual
assessments for each stream reach document MY3 stream channel pattern, longitudinal profiles, and in-
stream structure location/function, which align with the profile design parameters and MY0/baseline
conditions (Appendix D). The MY3 planform geometry and dimensions fall within acceptable ranges of the
design parameters for all restored reaches. Minor channel adjustments in riffle slopes, pool depths, and
pattern were observed based on appropriate sediment transport and stream bank vegetation
establishment.
During MY2, three small beaver dams were found on UT1-R1 near stations 17+00, 24+50, and 31+50. WLS
contacted the North Carolina Beaver Management Assistance Program early in MY3 to trap beavers on
site and remove the dams. Eight beavers were removed from the site. Impacts to the site were minimal
during MY3 and did not negatively affect stream pattern and profile or vegetation. WLS will continue to
monitor these areas closely, and additional beaver management taken during MY4 will be noted in future
reports.
3.1.2 Stream Horizontal Dimension
The MY3 channel dimensions generally match the design parameters and are within acceptable and stable
ranges of tolerance. Eight of the 14 cross-sections are located in coastal headwater restoration reaches,
and the remaining six cross-sections are located in Priority I/II single-thread restoration channels. All six
of the PI/II cross-sections show little to no change in the bankfull area, and bank height ratios are less than
1.2. It is expected that over time that some pools may accumulate fine sediment and organic matter,
however, this is not an indicator of channel instability. Maximum riffle depths are also expected to
fluctuate slightly throughout the monitoring period as the channels adjust to the new flow regime and
catchment conditions. Headwater cross-sections are expected to fluctuate throughout the initial
monitoring years 1-4 as the headwater streams exhibit channel formation.
3.2 Stream Hydrology
3.2.1 Stream Flow
The flow gauges on UT1-R1, UT1B, UT3, and UT2 (upper) document that the channels had surface flow for
a minimum of 30 consecutive days throughout the monitoring year (Appendix E, Figure 2). MY1 and MY2
flow data has also been included for reference (Appendix H). Additionally, to determine if rainfall amounts
are normal for the given year, precipitation data was obtained from the onsite rain gauge and compared
with data from the NC State Climate Office station KGSB, located at Seymour-Johnson AFB approximately
one mile northeast of the site. Monthly rainfall for the site was below the 30th percentile in October. April
and August rainfall was above the 70th percentile.

3.2.2 Bankfull Events
During MY3, bankfull events were recorded on both pressure transducers. UT1-R2 gauge recorded three
events with a maximum event of 0.437 feet above bankfull elevation occurring on April 9th, 2023. UT2-R2
gauge recorded five events with a maximum event of 0.508 feet above bankfull occurring on September
23rd, 2023. The associated data is in Appendix E.
3.2.3 Headwater Stream Channel Formation
During MY3, streams UT1-R1, UT1B, UT2, and UT3 all exhibited evidence indicative of channel formation
within the topographic low-point of the valley. See Appendix D (Table 6d) for channel forming evidence
documentation.
3.2.4 Wetland Hydrology
Data for the twenty-six groundwater wells installed is available in Appendix E. All 26 wells are in creditable
wetland areas. Thirteen groundwater wells are located within wetlands with a proposed minimum
hydroperiod of 10 percent. Of these thirteen, five are meeting the wetland hydrology criteria. The other
thirteen wetland groundwater wells are located within wetlands with a proposed minimum hydroperiod
of 12 percent. Of these thirteen, nine are meeting the wetland saturation threshold. Six of the twelve
underperforming wells met or exceeded the five percent hydroperiod for jurisdictional wetland status.
Groundwater wells 10, 13, 18, and 20 have increased their hydroperiod percentages very close to success

criteria. Groundwater wells 10, 16, 19, 20, 21, and 23 have failed to meet the wetland saturation
thresholds for three monitoring years in a row. We will continue to monitor the wetland gauges and
propose potential adaptive management if needed in MY4. Monthly rainfall totals were below the 30th
percentile in October. April and August rainfall exceeded the 70th percentile. Groundwater well locations
are shown on Figures 1a-1c, and data is included in Appendix E (Figures 5A and 5B). Soil profiles from
baseline (MY0) groundwater gauge installations are also included in Appendix E (Figure 6).
3.3 Vegetation
Monitoring of the 26 permanent vegetation plots (joint 404/401) and 15 random vegetation transects
(50m x 2m) was completed during October 2023. Vegetation data can be found in Appendix C with the
associated photos located in Appendix B. The MY3 average stem density is 413 planted stems per acre
and 431 total stems per acre when including applicable volunteer species, which exceeds the interim
measure of vegetative success of at least 320 planted stems per acre at the end of the third monitoring
year. Seven of the 26 fixed vegetation plots did not meet the interim measure of success for stems per
acre after the addition of any volunteer stems. WLS anticipates additional volunteers in all plots within
the coming years. VP3 and VP5 are below the final 210 stems per acre final success criterion without
counting volunteer species. Low planted stem densities in these plots are likely due to prolonged
saturation. Areas surrounding the failing vegetation plots are doing well based on visual observations, and
the stem densities were mostly stable from Year 2 to Year 3. All 15 random vegetation transects met the
interim measure of success for stems per acre. At this time, no remedial action is proposed, and the areas
with lower stem counts will be monitored closely in MY4. Some of the random vegetation plots in MY4
will be done near the fixed plots that were failing in MY3 to determine if remedial actions are needed.
River birch (Betula nigra), bald cypress (Taxodium distichum), and willow oak (Quercus phellos) volunteer
species were noted in MY3, and more species are expected to establish in upcoming years. Volunteers
included in the approved mitigation plan were included in stem count data.
Visual assessment of vegetation outside of the monitoring plots indicates that the herbaceous vegetation
is becoming well established throughout the project. In February 2023, a small fire with unknown ignition
source burned approximately 11.6 acres with minimal damage and was suppressed by local firefighters
shortly after ignition. The area was monitored throughout the year, and all vegetation has returned with
vigor. Most of the burned area was outside creditable areas within the easement, and no vegetation plots
or groundwater gauges were impacted.
A significant population of kudzu (Pueraria montana) was documented west of UT2 (upper) prior to
construction. Initial spray treatments occurred in September 2020. No treatments were conducted during
MY3. This area will be monitored during MY4, and re-sprouts will be treated as needed to prevent further
establishment. During MY1 monitoring activities, WLS staff noted the presence of small, isolated
populations of common cattail (Typha latifolia) on the project site. There are no adverse effects associated
with the cattail (i.e., aggradation, competition). WLS staff will treat cattails during the appropriate
treatment window during MY4, if needed. Any subsequent vegetation management for problem or
invasive species will be included in the MY4 report.
3.4 Macrobenthic Results
Two macrobenthic sampling locations were surveyed prior to restoration activities on UT2 and UT1-R3.
UT1-R3 originally scored “Poor” and had a biotic index value of 8.07. No macrobenthics were collected at
UT2 in MY3 due to the reach being intermittent and no macrobenthics found during the initial survey.

UT1-R3 was re-surveyed in MY3 on April 12, 2023. UT1-R3 scored “Poor” and had a biotic index value of
8.47. Benthic data is located in Appendix G.
4 Methods
Stream cross-section monitoring is conducted using a Topcon RL-H5 Laser Level. Morphological data are
collected at 14 cross-sections. Survey data are imported into Microsoft Excel® for data processing and
analysis. The stage recorders include an automatic pressure transducer set in PVC piping in the channel.
The elevation of the bed and top of bank at each stage recorder location was recorded to be able to
document presence of water in the channel and out of bank events. Visual observations (i.e. wrack or
debris lines) and traditional cork crest gauges are also used to document overbank flow bank events.
Vegetation success is being monitored at a total of 26 permanent vegetation plots (each 10m x 10m) and
15 random vegetation plots/transects (each 2m x 50m). The 26 permanent vegetation plots are joint
404/401 and the 15 transects are 404 only. Vegetation plot monitoring follows the CVS-EEP Level 2
Protocol for Recording Vegetation, version 4.2 (Lee et al. 2008) and includes analysis of species
composition and density of planted species. Data are processed using the CVS data entry tool. In the field,
the four corners of each fixed plot were permanently marked with PVC at the origin and rebar at all
corners. Random transects were marked in the field with flagging tape on each end of the transect and
each stem was marked with flagging tape. Photos of each fixed plot are to be taken from the origin each
monitoring year. Tree species and height will be recorded for each planted stem. Random transects are
GPS located/mapped, and new locations will be monitored in subsequent years.
Wetland hydrology is monitored to document success in wetland restoration and enhancement areas
where hydrology was affected. This is accomplished with 26 recording pressure transducer gauges
(located in groundwater wells) that record twice daily groundwater levels. Pressure transducers are HOBO
Water Level (13ft) Data Loggers made by Onset. Twenty-six data loggers have been installed within the
wetland crediting area. Of the 26 located in the credited areas, one was installed within a reference quality
wetland area. One automatic pressure transducer is installed above ground for barometric correction.
Gauges are downloaded quarterly, and wetland hydroperiods are calculated during the growing season.
Gauge installation followed current regulatory guidance. Visual observations of primary and secondary
wetland hydrology indicators are also recorded during quarterly site visits.
Benthic macroinvertebrate (BMI) sampling used methods and procedures defined by DWR’s Standard
Operating Procedures for the Collection and Analysis of Benthic Macroinvertebrates (NCDWR, 2016) to
determine a Biotic Index (BI) value and a bioclassification rating. Sampling was conducted during MY3 and
will be conducted again in MY7.

Water & Land Solutions, LLC (WLS) is pleased to provide our written responses to the North Carolina
Interagency Review Team (NCIRT) review comments dated December 21st, 2022 regarding the Monitoring
Year 2 Report for the Scarborough Mitigation Project. We are providing our written responses to the
NCIRT’s review comments below. Each of the NCIRT review comments is copied below in bold text,
followed by the appropriate response from WLS in regular text:
Todd Bowers, USEPA
• I appreciated the excellent drone photos and footage of the site. It’s a really becoming a
beautiful site viewed from above. WLS Response: WLS will continue to provide drone photos
to document stream and vegetation establishment in MY4.
• On the surface, stream flows and stability appear to be meeting all applicable performance
standards. I am somewhat concerned with some aggradation and dense vegetation growing
in the channel as evidenced by data, graphs and photos for XS 9 and 11-14. A drier than
normal year is likely contributing, however a detailed explanation from WLS should follow
in MY3 if this trend continues. WLS Response: Black willow live-stakes were added along
single-thread channels on UT1-R2 and UT1-R3 in MY3 to increase shading of the channel and
decrease the vegetation growth within the channel. Aquatic vegetation has not impaired
channel function, and WLS is confident that channel shading will reduce or eliminate this issue.
Photos and updated cross-section analysis show improved stream conditions within the
channel.
• Headwater channel formation was present for UT1-R1, UT1B, UT2, and UT3, however the
range of indicators was 2-4 out of 9 with some channels exhibiting fewer than MY1 and some
only a single indicator aside from observed flow. I don’t recall how many of these indicators
need be exhibited (from the mitigation plan?) to be considered an established headwater
steam but performance appears very weak thus far and I hope to see some notable
improvement with a year of normal to higher than normal rainfall. WLS Response: Notable

improvement was seen during MY3, likely due to an average rainfall year. Beaver impacts did
occur on-site that affected UT1b and UT3. Beaver management occurred and the dams were
removed early in MY3.
• Unfortunately, the view from below is much more concerning. The site experienced rainfall
below the 30th percentile for 4 of 7 months in the growing season. This almost certainly had
a detrimental effect on much of the site’s hydroperiod and the subsequent lack of wetland
hydrology for much of the site. The trend is also not especially encouraging as more wells
reported less wet conditions. Which of the 26 groundwater wells is being used for reference
wetland groundwater per Section 4: Methods? Does WLS have a suitable reference location
off-site to compare the Scarborough site to? WLS Response: GW-5 was located in a
jurisdictional wetland on-site prior to construction. Stream restoration practices and ditch
plugging have increased hydrology in this wetland, and it is no longer a suitable reference
location on site. WLS does not have an off-site reference location.
• WLS appears to be responsive and taking action following beaver encroachment. Is the
sponsor willing to let the beavers stay on-site for several more months? WLS Response: WLS
worked with the USDA Beaver Management Assistance Program two times in MY3 to remove
beaver from the site. Any impacts which are considered detrimental to stream and/or
vegetation establishment will be managed as quickly as possible in future monitoring years.
• The cross section photos were great but I would like to see a similar treatment of the culverts
giving a view perpendicular to the ones included. WLS Response: Perpendicular photos of the
crossing photo stations were added to the MY3 report and can be found in Appendix B.
• Overall, I am concerned with vegetation vigor as tree heights are mostly still below 3 feet. No
action recommended at this time but I hope to see some substantial growth in MY3. WLS
Response: WLS is pleased with height growth in MY3 and has seen noticeable improvement
throughout the site. Many shrub species were planted and are not expected to be as
tall/vigorous as tree species. Vegetation monitoring will be only for DWR plots in MY4, but we
will include all permanent plots, random plots, and transects again in MY5.
• None of the random vegetation transects and only three of the 26 permanent veg plots did not
meet minimum interim performance of 320 stems per acre. Overall average (planted) stem
count is 418 and trend is toward success, with approved species volunteers beginning to
occupy the site. Noted. WLS Response: WLS is pleased with volunteer establishment and
planted stem establishment on site.
• No invasive species treatments in MY2 with some work anticipated for MY3. Noted. WLS
Response: No invasive species treatments occurred in MY3, and WLS does not anticipate invasive
treatments to be required in MY4.

• The report narrative states that 3 of the 26 veg plots didn’t meet interim success. Please clarify
that this is after the addition of counting volunteer stems. Also, I don’t believe eastern
baccharis is on the approved planting list and therefore would need to be reviewed/approved
by the IRT to count towards veg success. WLS Response: This language has been added to the
report to note that approved volunteer stems are counted towards success. The three plots
which failed interim success in MY2, VP 5, 6, and 12, did not meet interim success with volunteer
stems included (Table 5b, column D). Baccharis was not on the approved planting list but was
included in volunteer data for MY2 as it is a woody stem within the vegetation plot. WLS does
not intend to count this species towards success criteria, and it was not counted in MY2
performance criteria.
• DWR requests cattail be treated within wetland credit areas. WLS Response: WLS will treat
cattails as needed if vegetation or stream problems occur. No treatments occurred in MY3.
• Please call out the 3 beaver dam locations on the CCPV. WLS Response: Beaver dam locations
are noted in the MY3 CCPV. All dams have been removed by hand during MY3, and beaver
removal occurred on two occasions in MY3.
• Due to herbaceous vegetation obstruction of stream channels, DWR recommends including
winter photos. We noted in-stream aquatic veg concerns in our MY1 review. This will likely be
the last year any remediation actions will be supported by DWR to address this concern. We
will want to see how these areas naturally trend (wetland vs stream) after MY3. WLS Response:
WLS included earlier photos of cross-sections and photo points in MY3.
• Even with the below normal rainfall, DWR is concerned with the number of wetland gauges
that did not meet the minimum success threshold. Of the 15 gauges that didn’t meet, 8 also
didn’t meet in MY1. Adaptive management may need to be considered. DWR is requesting to
visit the site as part of the MY3 review. WLS Response: Twelve gauges failed to meet wetland
hydrology in MY3. Six of these gauges have not met interim success criteria through three
consecutive monitoring periods. WLS notes that adaptative management will be considered for
MY4 and should be discussed during an IRT site visit.
Kim Isenhour, USACE
• The drone photos and videos were very helpful for the review and supplemented the lack of
documentation on channel formation in the headwater channels. The dye videos were
particularly helpful. I would encourage this inclusion in monitoring year 3. WLS Response: WLS
included dye photos and drone photos and video of headwater channels in MY3. This will
continue during the winter season in MY4 and be included in next year’s report.
• Please provide an update on the beaver trapping on UT1R1 and whether vegetation was

damaged, or backwater sedimentation was a concern. WLS Response: The damage from beaver
activity on UT1-R1 was minimal. No significant sedimentation was noted during visual
inspections and no vegetation issues are noted in the backwater area. WLS will continue to
monitor these areas closely in MY4.
• Section 3.2.1: Please include flow data for all monitoring years for comparison in next year’s
report. WLS Response: WLS will include MY1-MY3 flow data in the MY3 report appendices.
• UT1-R2 appears to have some aggradation and vegetation in the channel near XS-11. It might
be helpful to livestake this reach more heavily to help establish shade and eliminate in-stream
vegetation. Typically, MY2 is the last year that we concur with taking remedial action to
remove in-stream vegetation manually. Same comment for UT1-R3. WLS Response: Live-
staking occurred during the dormant season of MY3 on the single-thread channels UT1-R2 and
UT1-R3 to assist in stream shading. No manual vegetation removal occurred in MY3.
• Though the vegetation plots seem to be meeting overall, I noted that Table 5a shows six
plots that fail to meet success. Do you think that plots 5, 6, and 12 failed due to being too
wet? It might be helpful to add some additional FACW/OBL species there. MY3 will be
important to assess whether the vegetation is on a trajectory for success. I noted that two
plots have 3 or fewer species. Supplementally planting livestakes may also be necessary as
very few are evident in the photos. WLS Response: Supplemental live-stake planting occurred
on single-thread reaches in MY3. Plots 5, 6, and 12 are in very wet areas. VP-12 is meeting
MY5 density requirements, so it is expected to meet success in future reports. No planting is
proposed in other areas at this time as the vegetation is succeeding overall on the site.
• In future monitoring reports, detailed soil profile descriptions should be recorded for each
boring where a wetland gauge is installed. WLS Response: WLS included soil borings for the
as-built (MY0) report. WLS will include the as-built soil borings for each wetland gauge in each
annual monitoring report.
• The number of wetland gauges that are not meeting success is concerning, particularly given
that 8 of these failed to meet success last year and the other gauges that are meeting the
criteria are well above the required performance standard. Some of the photos of non-
wetland areas appear to have wetland vegetation, for example near XS-1 and veg plots 21-24;
when you have George Lankford look at the soils on-site this year, it might be helpful to have
him evaluate areas that are not currently marked as wetland areas. I wasn’t sure if these were
buffer credit areas. If additional areas are proposed to be added, they should be submitted as
an adaptive management plan for IRT review and monitored. WLS Response: George Lankford
did not evaluate the site in MY3, and WLS wanted to see how the site performed in MY3. WLS is
currently not proposing any additional areas to be added as wetland credits. WLS would like to
request a site visit to discuss potential adaptive management or additional wetland gauge
placement on site.

• Gauges 16, 19, 20, 21, 22, and 23 are of particular concern and need to be watched closely
over the next year to see if this trend changes or if these areas will need to be considered at
risk. The other gauges that failed to meet success this year appear to be trending towards
success and may have been negatively impacted by below average rainfall. 50% of this year’s
wetland credit release will be held this year (5.485 WMUs). WLS Response: As stated above,
WLS wanted to see the MY3 results before working towards a potential adaptive management
plan or additional monitoring gauges.
