Amy, I wanted to follow up with a confirmation that that construction of a proposed plunge pool below the outfall of the RCP (Site # 19) will not require a permit modification. This is the case because construction of the plunge pool is a minor alteration in an area authorized for impacts below the RCP culvert and will not result in a loss of waters. This determination of no loss is based upon NCDOT constructing the plunge pool based upon submitted design drawings (below in e-mail string) and by implementing comments from NCDEQ related to placement of rock rip rap and native material below the culvert (plunge pool construction) in a manner to anchor this material in place (during high flows) while not restricting water flow down stream during drier periods (low flow conditions). Although it is not required, consideration of the construction of a low flow channel through the apron area (outlet of the plunge pool) may provide an opportunity to provide an unrestricted flow down stream during low flow conditions. The existing material is typical of the piedmont and a mixture of silt, clay and small cobble. We would not add any red clay to the stream. The channel as installed too narrow, so we will open that up to the appropriate width, and use any suitable material in the stream. We aren't opposed to using only rip rap if that is what ya'II prefer. We suggested native material because we are hoping to keep the impact from being deemed a the 'loss of water'. We'll see what Steve has to say, and go from there. As we need to widen the channel at the turn and that rip rap can be reused for this purpose I'd estimate we wouldn't need to supplement with more than a ton to complete what's needed. I'm thinking that if it is mostly sand/gravel that it would likely be flushed out during the next storm event. Wouldn't rip rap alone take care of the perch and allow upstream sediments and native material backfill riprap voids overtime with subsequent storm events? Just wondering what the best approach might be. If possible, could you send a couple of pictures of the perched outlet's existing condition and channel and estimates of amount of riprap needed? Not sure about a formal permit modification at this time. I would like to hear the Corp's opinion. Thanks for the notification. Dave W. We propose to place rip rap mixed with native material to the stream bed to bring the stream bed elevation up to the existing pipe. If we combine rip rap with native material, can we proceed without a permit modification? The additional rip rap/native material combo would be within the are permitted as bank stabilization.
