The stream delineation was performed utilizing survey prepared by a licensed surveyor (verified by KH). ■ TEL 704 333 5131 FAX 704 333 0845 KimlepMorn The proposed project site is located southeast of downtown Troutman, Iredell County, NC. The project limits are located on the east side of US 21/NC 115 between Lexus Drive and Flower House Loop. Existing land uses in the vicinity of the project area include single family residential and commercial /industrial business. The project seeks to construct a charter school on a 34 -acre property that would accommodate over 1,000 elementary and middle school students at full enrollment. Offsite roadway improvements are necessary in order to service the new school including the construction of a round -a -bout along US21/NC 115. New location roadway is proposed to serve as the main entrance in to the school. The project will result in permanent impacts to 147 linear feet of Kerr Branch (S2) and Unnamed Tributary to Kerr Branch (S 1). 69 linear feet of permanent impacts to Kerr Branch (S2) will result from the extension of a 10 -foot by 7 -foot double reinforced box culvert from the construction of a round -a -bout. The main flow box will be buried a foot, reducing the flow area to 10 -foot by 6 -foot. Additionally, 78 linear feet of permanent impacts to an Unnamed Tributary to Kerr Branch (S 1) will result from the installation of a new 72 -inch reinforced concrete pipe to service the new entrance road into the school. Non - erosive design criteria will be met through utilizing particular care to culvert orientation and skew to minimize potential impacts to the stream bed which will avoid the necessity to install rip -rap dissipation at the pipe outlets. The project requires 120 linear feet of temporary stream impacts to install impervious dikes, stone rings, and a pumped bypass to allow work in dry conditions. The project will utilize particular care to culvert orientation and skew to minimize potential impacts to the stream bed. The project will construct a custom built headwall on Kerr Branch Stream on the east side of US -21 incorporating a retaining wall in order to minimize additional stream impacts. The elevation of the proposed road at the crossing of UT to Kerr Branch (S1) is a low -point in order to minimize the grades between the shoulder and headwalls. The sidewalk was designed to the minimum width required to minimize impacts to the stream channel during and post- construction. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The project is utilizing new impervious area but accompanied with proper sedimentation basins and ponds for water quality considerations within project footprint. The side - slopes are at a maximum of 2:1 where appropriate to minimize stream impacts. Temporary construction impacts will be limited by the installation of stone rings an impervious dike for temporary stream diversion as well as restoring /stabilizing when construction is complete. 2.
