Thanks for the PCN of the above referenced project. I just forwarded pertinent information to USFWS and NCWRC for
comment. I also had a few questions about the project:
1) Is there any utility line work associated with this project (powerline corridor next to the bridge)? If so, are there any
impacts to streams or wetlands proposed? There is no power relocation required for this project. The existing Duke
poles and aerial facility on the east side of the project will remain in place. AT&T has/had existing underground
telecommunication cables along both sides of the road. However, they have installed a new aerial segment on the
aforementioned Duke pole line and have abandoned their underground cables thru the project area. AT&T's relocation
has been completed and did not affect any streams or wetlands as they now go aerial across the stream.
2) The downstream end of the culvert appears to pointing more-or-less directly at the stream bank due to a stream
meander. Is any downstream erosion anticipated due to this project, and, if so, how have those issues been
addressed? Regarding the outlet of the culvert. The project design considers the meander of the stream and tries to
improve the orientation of the structure accordingly. The existing bridge was perpendicular to the roadway. The
proposed culvert is set at a 115-degree skew to the road, which should improve the outlet condition as it better directs
the water in line with the natural channel than the existing bridge opening. Yes there is still a natural stream bank on
the outside of the meander, but I anticipate existing rock has resulted in the natural meander, even with the existing
perpendicular bridge, and will be remain stable with the skewed culvert.
