And the GC for utility does say anything over 15  feet needs written approval-so sounds like they need to submit. I appreciate you folks catching it! However, for whatever reason, PDEA did not include those impacts as part of the project. Perhaps because they did not know at the time specifically the route that the utility company was going to take. I have attached a copy of the Nationwide 12 and the corresponding GC 3884, which are the federal and state permits for utility line activities in jurisdictional areas. Please note the circumstances which require the utility companies to obtain written authorization from the agencies, specifically the requirement if the stream crossing impact is greater than 15 feet wide. I have contacted Raleigh regarding whether the concurrence from USFWS service which we obtained for the DOT part of the project also covers the tree cutting which is required for the installation of the water line and will let you know when I receive a response.
