A copy of the Compliance Inspection Report is enclosed for your review. Tim Middleton, Wilkes Road Facility Solid Waste Environmental Supervisor, Mike Renfro, Cumberland County Solid Waste Operations Manager and Tony Mason, Wilkes Road Landfill Operator II were present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG240000 under Certificate of Coverage NCG240014. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Pearces Mill Creek(McPieces Creek), a Class C waterbody in the Cape Fear River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG240000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. The Stormwater Pollution Prevention Plan (SPPP)was reviewed. The site map should include the delineated drainage area for each stormwater outfall and a table of impervious percentage for each drainage area.The location of nearby wetlands should be shown on the map.The facility has no on-site solvents. This information will need to be certified in the SPPP. The Analytical and Qualitative Monitoring records were reviewed. In 2021 no Analytical Monitoring had occurred. If future monitorings are missed there is a potential for a Notice of Violation. The permit was renewed in July 2022. In April and May 2022, at Outfall 1, there was an exceedance of the benchmark value for fecal coliform,putting the facility in Tier Two in which monthly sampling is required and has been initiated. In January 2023 the fecal coliform was below the benchmark value.This needs to occur two more times, regardless of when there is a documented no discharge, before monthly monitoring may cease.
