Hi Alan,
I could meet you at the site next week with the project engineer.Crystal Amschler has been to the site already and may
not need to see it again. I understand that her office will be ready to issue the 404 Individual Permit in a few weeks.
I'm not sure what happened to your review copy, but we did submit the agent authorization form and the letter from the
DMR for acceptance for mitigation. I will send these to you in a separate email along with the overview maps that were
submitted with the application. Also included in the package was all the DWQ Stream ID forms from our delineation.
The proposed project would impact 709 linear feet of intermittent stream.
We understand that this project would have a significant impact to an intermittent stream and will require an Individual
WQC. The application package we've submitted (600+ pages) attempts to thoroughly document how the project site was
selected through several analysis, including a NEPA EA. In addition, the proposed site (Alternative Site 2) was then
evaluated further in detail to reduce impacts. However, constraints, as document in the permit application, including
potential buried waste in the vicinity and overhead utility lines, restricted the configuration of this site.
I look forward to hearing from you to arrange a site visit and meeting with you in the field.

I have the project in house. I would like to go take a look. It may be advised that Crystal and I go at the same time. It
seems the project is right on top of every channel at the site. I received the project overlay, but it is blown up so that it
is only of the actual site (within the boundary itself), not in relation to the general area. It would be good to see the data
in relation to Hangar Road, Yorkmont Road, and West Blvd.
A cursory review of the layout would indicate that without changing the location of the tower itself, reconfiguration
might would avoid some of the proposed impacts. Again I haven't been to the site and it wasn't specified if the
"streams" shown on the impact sheet were ephemeral, intermittent or perennial.
Also, a quick check of the application failed to show an agent authorization form or application to the DMR for
acceptance for mitigation.
At the moment I am pretty much "open" for September.
