USDA RD WWTP Sprayfield Improvements The WWTP Improvements project is scheduled in two phases. Phase I involves improvements to the existing treatment and sprayfield facilities. Phase II includes acquisition of a new sprayfield site and construction of new Spryfield amenities. The following notes indicate actions taken by the Town for both phases from the previous update. Should additional or more detailed information be needed, please reach out to myself or Miles Galloway with The Wooten Company. 1. Phase I — WWTP Renovations 1. November 27, 2022 - Advertise Project 2. January 12, 2023 - Bid Opening 1. One bid received — rebid required 3. January 31st - Rebid Opening Date 4. February 1st — Certified bid tab completed and P&W Construction selected 5. February 2 to 31st 1. Town of Edenton, Wooten, & P&W entered into negotiations due to bid pricing over initial USDA funding. 2. Negotiations with DEQ Washington Regional office included (1) options of forestry mulching vs. logging, and (2) the bid items to meet SOC requirements for WWTP renovations 1. Sub -contractor negations with forestry mulching contractor 6. March 10`" — Revised bid received from Peters and White 7. March 16`" — USDA Funding extension letter submitted 8. March 28`" — Post Bid Project indicating shortfall submitted to USDA 9. March 31st — LGC Contact made to establish future LGC agenda date 10. April 2023 — Negotiation with Peters and White were conducted to value engineer the scope of work. The negotiations were successful to reduce the project cost while maintaining the intent of the scope of the project. The major change of scope was to utilize forestry mulching to regain capacity to the sprayfields versus clearing and grubbing. Additional funds were still required from USDA to bring the project into the negotiated budget. 11. April -July 2023 — Correspondences with USDA-RD were had to provide necessary documentation for the modification of the bid to still meet the intent of the approved project scope. A request for additional funds from USDA to meet the negotiated budget was provided to USDA for consideration and award. Additional information and forms included a memorandum of negotiation that demonstrated that the scope of work still met the intent of the funding, request for additional funding, and post bid budget forms were provided. The project was approved by the USDA engineer and UDSA-RD for award of additional funds and approval of scope. 12. May 30`"—SOCAmendmentApplication & Payment Submitted 13. July 24`" - Council approved the contract with P&W Construction, with the only contingency of the LGC approval of funding 14. July 27" — Call with NC DWR to discuss bid modification and scope change to forestry mulching vs clear and grub. It was indicated by Robert Tankard that the Division is okay with this modification; however, it was made clear that the modification and certification of the work would be up to Wooten to certify that the mulching operation vs clear and grub would continue to allow for permitted application rates and proper operation of the sprayfields as permitted. 15. August 1st - The LGC approved the interim financing with Truist Bank 16. August 1P - Preconstruction meeting was held with Town, Engineer, and Contractor. Contract documents were provided to contractor for signature. 17. August 28`" — Contractor and Town have all signed contract documents, documents to be sent to USDA-RD for approval and final signature. 18. September 1P - Notice to Proceed with Peters & White 19. September 11, 2023 — Forestry mulching (clearing of existing trees) at existing sprayfield site has started and ongoing. Anticipated completion is expected April, 2024 20. October 2023 — Shop drawing submittal and approvals for headworks, floating aerators, pumps, etc have begun and are being reviewed. Expected construction at WWTP anticipated in January, 2024 2. Phase 11— WWTP Expansion 1. February 17" — Conversation with Property Owner for potential expansion site and email request for allowable dates for entry for soil & groundwater testing 2. March 8`" —Tetra Tech proposal received for preliminary assessment of potential expansion site August 23rd — Received draft appraisal for WWTP expansion parcel.
