The PCE (attached) contains the following information regarding structure type:
"Based on the drainage area and design discharges, a 2@ 12 foot wide by 7 foot high reinforced concrete box culvert
was determined to be adequate from a hydraulics standpoint. The culvert will be buried below the streambed. In
accordance with the Culvert Avoidance and Minimization Design Guidance, the culvert will be designed such that the
slope, low flow velocities and low flow channel designs are consistent with the existing stream." "Because of the
required structures size, stream classification, construction and maintenance costs as well as life expectancy, a culvert is
the preferred structure type. "
The stormwater management plan indicates that the replacement RCBC will be embedded 1 foot below the streambed
with a low flow channel and the low flow barrel will have a 1' sill and the other barrel has a 4' sill.
To address Marla Chambers' recent email (attached) with comments regarding the 303(d) and in-water species, I offer
the following:
We have an agreement with the NCDWR that a requirement for Design Standards in Sensitive Watersheds will be
appropriate for projects where the cause of impairment is due to sediment or turbidity. South Fork Crooked Creek
within the study area is listed as 303(d) due to fish/benthos. In addition, Crooked Creek (>7.5 straight miles away from
the crossing of B-5243) was listed for turbidity and benthos on the Final 2012 303(d) list. On the Final 2014 303(d) list,
Crooked Creek is now listed only for benthos.
Please see the attached Biological Survey Report for the Carolina heelsplitter. The report indicates that this project will
have No Effect on the species. On the 2nd page of the report in the last paragraph, it mentions that South Fork Crooked
Creek is on the newest 303(d) list for turbidity. We have made a check of the 303(d) list from 2010 through 2014 and
South Fork Crooked Creek was not listed for turbidity, although Crooked Creek was listed in 2010 and 2012. This was
misrepresented in the attached report.

I've reviewed this one and have a couple of questions:
Can you please provide justification for replacing the bridge with a culvert. If it's in the package you sent I missed it.
Also, is the low flow culvert going to be buried to 1' in addition to having a 1' sill?
