Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9,1994 (or as subsequently amended). There are no changes to this permit from the Draft previously sent to you for review. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissunnce of the permit. Flow shall be monitored at least once each week, either during a discharge caused by rainfall [stormwater runoff] or during a discharge from we operations. Monitoring during rain events is preferred, but flow readings from wet -decking runoff are acceptable during weeks when no rainfall occurs.. 2. Samples for this parameter will be collected on the same day as flow monitoring. TN and TP shall be monitored once each quarter on the same day as other samples are collected. I pH shall be within the range of 6.0 and 9.0 Standard Units at all times There shall be no debris discharged from the facility. There shall be no discharge of floating solids or visible foam in other than trace amounts. There shall be no discharge of process wastewater pollutants associated with sawmill operations. A. (2.) BIOCIDE CONDITION There shall be no chromium, zinc or copper added to the treatment system except as pre -approved additives to biocidal compounds. The permittee shall obtain approval from the Division's Aquatic Toxicology Unitprior to the use of any biocide (not previously approved by the Division) in the effluent discharged under this permit. Approval for use of any biocide not previously approved should be requested at least 90 days in advance of any planned usage. The plant has been in operation since 1952, the wet deck log storage operation has been in service over 30 years. Wet Decking is the practice of spraying water onto freshly cut logs in hot weather to prevent discoloration. This permit was developed by following NC0085936, and includes limits on TSS and settleable Solids, monitoring of TN and TP mg/ L) on a quarterly basis. H monitoring has been added in accordance with EPA requirements. US Fish & Wildlife reviewed the draft permit as there are endangered Tar Spinymussels in the creek. They had no comments or concerns due to the low flow, the discharge travels overland a good distance before entering the creek, and it is not a new discharge. Department of Environmental and Natural Resources Division of Water Quality I NPDES Unit 1617 Mail Service Center Raleigh, NC 27699-1617 Re: Engineering Alternatives Analysis Dear Sir or Madam: Arcola Lumber Co., Inc. is a lumber manufacturer. In our production process we purchase freshly cut logs that are delivered to our facility to be held in inventory awaiting to be sawn into lumber. A log begins to deteriorate the moment it is removed from its stump, separated from its source of moisture. In an effort to reduce spoilage of logs we use a water sprinkler system which reduces the amount of fungus growth, end cracking and color change all of which are defects in furniture quality lumber. As air temperature reaches 85 degrees F and higher the need to preserve logs with water is critical. Stored logs are susceptible to fungus blueing, cracking and checking. We have researched chemical coating alternatives and this is not a completely effective or monetarily feasible technology, and the use of coatings may create environmental problems. We also considered a lagoon system for water reuse but due to limited space and construction cost being greater than $40,000 this is not feasible. A lagoon would have to be managed all year and could be an environmental liability (possible release of sediments to the stream) in the event of constant rainfall situations. Arcola Lumber Co., Inc.'s inventory area or log yard is an area that is 125' wide by 350' long consisting of natural ground with no exposures such as buildings, equipment shelters or standing trees. As our inventory of logs fluctuates during the months of the year with high temperatures we use a water sprinkler system similar to garden sprinklers that are movable. We may use from 1 to 25 sprinklers as needed. The water comes from a deep well on our property, and is pumped by a 7-'/z-horse power submersible pump at a rate of 70 gallons per minute. The flow projections listed in the application represent maximum flows. As the weather changes we typically discontinue the sprinkler system from the month of October duu May. The present system has been in use for over 30 years. Re: 7Q10 Determination (Warren County) Keyes, In response to your inquiry about the low -flow characteristics (7Q 10) for a location on a tributary to Little Fishing Creek in southeastern Warren County, the following information is provided: A check of the low -flow files here at the USGS North Carolina Water Science Center indicates a previous determination of 7Q 10 discharge at a location practically identical to that you have indicated. The 7Q 10 discharge estimate equal to zero flow was completed in 1973 (Sta. 0208293205, drainage area estimated at 0.02 sgmi). No site -specific discharge records are known to exist for the tributaries adjacent to your location. The "most recent" low -flow information published for this area is in a statewide report completed in the early 1990's. It is USGS Water -Supply Paper 2403, 'Low -flow characteristics of streams in North Carolina" (Giese and Mason,1993). An online version of the report is available through http://pubs.er.usgs.gov/usgspubs/wsp/wsp2403. The report provides the low -flow characteristics (based on data through 1988) via regional relations and at -site values for sites with drainage basins between 1 and 400 sgmi and not considered or known to be affected by regulation and/or diversions. In Table 1 of this report, there are about 5 sites in central Warren County and western Halifax County for which 7Q10 discharge estimates are provided. Expressing these estimates as 7Q10 low -flow yields (that is, flow per square mile drainage area, or cfsm) can provide some indication of the yield range that could potentially be applicable to your location. The 7Q 10 yield range is from 0 to about 0.14 cfsm, with an average of about 0.05 cfsm. However, because your location is on a topographical ridge, there is practically no drainage area that can be used with a low -flow yield value to determine a flow estimate. General Information Arcola Lumber Company, Inc. is located at 2316 NC Highway 43, Warrenton, NC 27589. Figure 1 presents a map showing the location of the site. The facility is a 14 acre parcel, physically located in Arcola, NC approximately 15 miles south of Warrenton. The facility is divided by NC Highway 43, with road frontage on both sides. Arcola Lumber Company, Inc. consists of a wet deck storage area, a sawmill, a planer shed, a cut-up system building, a lower house for box production, truck loading/unloading areas, equipment storage facilities where cleaning operations take place, a maintenance shop, a saw shop, storage facilities, a fueling station, and two office buildings. Based on site activities, Arcola Lumber Company, Inc. falls under the Standard Industrial Classification code of 4231. B. Geographical Location of Plant to Navigable Waters Drainage areas equipment storage area, truck loading area including a fueling station, and roof drains from the office building, storage warehouses, maintenance shop, and parking and drive areas ultimately discharge to Little Fishing Creek which discharges into Fishing Creek approximately two miles downstream, which in turn empties into the Tar River approximately 35 miles downstream. The Tar River is a major tributary to Pamlico River. C. Physical Description Of Oil Storage Tanks Oil storage tanks are located west of the main office. D. Hours of Operation Typically, the facility operates 9 hours Monday -Thursday and 4 hours Friday, and maintains a staff of approximately 30 people. E. Type of Delivery/Shipping Vehicles Equipment used at the sawmill/lumber yard includes forklifts, loaders, and trucks. F. Incompatible Materials There are no chemically incompatible materials stored on -site. G. Responsibility for Oil Storage Containers H. Best Management Practices for Oil Storage To best manage the tanks to prevent spills during transfer of the petroleum an education program will include hands-on training in spill prevention and response, good housekeeping, proper material handling, disposal and control of waste, container filling and transfer, and proper storage, washing, and inspection procedures. I. General Responsibility For Spill Occurrence 1. Employees should follow the four C's when confronted with a spill. However, at no time should the employee endanger his or his fellow employees safety and health. Perform only those items deemed safe. As a minimum notify personnel in the immediate area and the Plant manager. 2. Control the spill. Take whatever immediate action is required to minimize the size of the spill. These actions include blocking the source of the spill. Stop the leak by closing the closest valve, rolling a drum to its side, turning off a pump,etc. 3. Contain the spill. Put absorbent; saw dust, or other material as necessary to minimize the area contaminated from the spill. Block the flow of material into stormwater channel if necessary. 4. Call (Report the spill.) Notify plant management and fellow employees of the emergency. Notify government authorities if directed to do so or if a spill is immediately dangerous to life or health, to the community. Direct the clean-up and decontamination activities for small to medium spills. Medium to large spills will be handled by outside corporations. Small spills will be cleaned up using absorbents and/or spill socks. Medium spills may require the rental of equipment. Larger spills will be handled by outside companies. Plant management will decide on a case by case basis the appropriate clean-up activities. Notification of the NC Division of Water Quality will be according to NC General Statutes - Chapter 143 Article 21 A: 143-215.85. - required notice rules. 5. Clean-up the spill. The plant manager or designee will be contacted in case of a spill or other environmental incident at the Arcola Lumber Company: The personnel listed above should be contacted immediately after a spill or environmental incident. That individual will be responsible to notify the appropriate government authorities. J. Containment Equipment Saw dust, a by-product of our manufacturing process, can be used to absorb oil spills. M. Inspection & Testing Visual inspection on a routine basis whereby leaks or spills are noted and cleaned up immediately. N. Security The site location is part of the Warren County Sheriff deputies regular patrol area during after work hours. Also, several employees live adjacent to the property. 0. Possible Spill Sources Oil tank storage containers. P. Training An employee training program will be developed and implemented to educate employees about spill prevention and response, good housekeeping, proper material handling, disposal and control of waste, container filling and transfer, and proper storage, washing, and inspection procedures. All new employees will be trained within one week of their start date. Additionally, all employees will be required to participate in an annual refresher training course. An employee sign -in sheet for the refresher course can be found in Appendix A of this document. The training program will be reviewed annually by the SPCCP coordinator to determine its effectiveness and to make any necessary changes to the program. Q. Auditing The Spill Prevention Control and Countermeasure Plan will be periodically reviewed and revised. Arcola Lumber Company will perform quarterly visual inspections of all oil storage tanks/containers. The visual inspection shall include any observations or other obvious indicators of oil spills or leakage. Information recorded during the quarterly inspection shall include: date of inspection, oil containment location, and inspection results. Blank quarterly inspections forms can be found in Appendix A of this SPCCP. An annual spill prevention compliance inspection will be conducted approximately one year following implementation of this SPCCP and annually thereafter. The inspection will determine if the BMPs have been implemented and will assess their effectiveness. The inspection will also determine if site operations have changed since development of this SPCCP. If operational changes have been made, the SPCCP Coordinator will develop new BMPs to address the change. All operational changes and new BMPs will be recorded in this SPCCP. Additionally, the inspection date, the inspection personnel, the scope of the inspection, major observations, and any needed revisions will be recorded. Revisions to the plan will occur within fourteen days after the annual inspection. Blank annual compliance inspections forms can be found in Appendix A of this SPCCP.
