Allred Town of Franklinville PO Box 277 Franklinville, NC 27248-0277 NORTH CAROLINA Environmental Quality November 8, 2023 Subject: Compliance Evaluation Inspection & Notice of Violation NOV Tracking #: NOV-2023-PC-0557 Franklinville WWTP NPDES Permit No. NC0007820 Randolph County Dear Mr. Allred: On November 1, 2023, Division of Water Resources (DWR) Winston-Salem Regional Office (WSRO) staff Jesse Barnes conducted a routine compliance evaluation inspection at the Franklinville WWTP in reference to NPDES permit NC0007820. ORC Arnold Allred was present during the inspection. A review of the subject permit, records, data, laboratory, treatment components, sampling methods, outfall area, operations, and maintenance was completed. This review reflected noncompliance with the subject permit. The determined permit violation and items of concern are listed below. Inspection findings are detailed in the attached Water Compliance Inspection Report. Permit Violations 1. The effluent composite sampler collects constant time/constant volume samples (50 mL per 15 minutes) and therefore is not flow proportional. Part II, Section A. of the subject permit defines "composite sample" as either continuous, constant time/variable volume, or variable time/constant volume- any of which must be proportional to the rate of flow. Items of Concern 1. Field parameters have been performed by NC certified field laboratory #5408, Town of Franklinville, but this lab has not been listed on discharge monitoring reports (DMRs). 2. The influent composite sampler collects constant time/constant volume samples and therefore is not flow proportional. Please be aware that the Division may take enforcement action against any individual who fails to comply with the requirements of all applicable permits, regulations, and/or statutes. Other observations: NPDES permit NC0007820 became effective August 1, 2022 and will expire at midnight on September 30, 2026. The facility is as described in the permit. Access to the facility is restricted by locked fence. Bench sheets, laboratory reports, chains of custody, ORC visitation log, and the DMR for August 2023 were reviewed and appeared to be complete with no errors. A copy of the subject permit was available during the inspection at the Town of Franklinville maintenance shop, where all required records are stored. All records appeared to be kept and maintained as required by the subject permit. An old aeration basin has been converted into an EQ lagoon that is used solely for influent flow equalization. This EQ lagoon is not aerated and feeds via gravity to the influent bar screen. The entire lagoon was covered with duckweed during the inspection but appeared to be operating properly. Two parallel aeration basins were present and both in use during the inspection. Each basin contains one surface aerator that runs periodically on a timer. One aerator was observed running during the inspection and appeared to agitate the surface of the basin sufficiently with no dead spots. The facility utilizes two parallel tertiary sand filters that operate via gravity. The filters are backwashed approximately once per day, or as needed. Disinfection is achieved via two parallel UV light units. Four replacement bulbs were available on site during the inspection. If one of the two units were to fail, all flow can be directed to the remaining unit. The effluent flow meter is a Pulsar Measurement Greyline OCF 6.1 model unit that measures flow via sonar -detected water level. The unit was installed in August 2023 and is scheduled to be recalibrated by ISI in December 2023. An automatic diesel generator is available on site to provide standby power. The generator is manually tested monthly, and the fuel tank was observed to be full during the inspection according to the indicator gauge. The generator was not tested during the inspection. Effluent flow was observed at the outfall and appeared to be clear with no foam or other debris visible in the receiving stream.
