Lake Ridge Road Raleigh, NC 28376 AND Rheibeck Investments, LLC Attn: Geoff Becker, Owner/Manager 3727 Legion Road Hope Mills,NC 28348 Subject: Request for Additional Information Stormwater Permit No. SW6230103 Carter Farms Subdivision — Phase 1 Hoke County Dear Mr. Averette and Mr. Becker: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on July 27, 2023. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Project Area a. Please clearly delineate the project area on a plan sheet. This is the area that is included as the "drainage area" on a low density project. The Cover Sheet and the Drainage Area Map sheet indicate a Phase 1 Project Area of 18.4 acres, but the Supplement-EZ and Application reference 10 acres. The delineated project area is important because per the site area delineated in the Stormwater Impact Analysis, there is no surface water on-site. However, if the total property area shown on sheet C-2 is the project area, the provided USGS topographic map indicates there is a stream located within the total property area. If this is the case, clearly show these surface waters on the plans (Section VI, 8 h and 15A NCAC 02H .1042(2)(g)(iii)) and show the required vegetated setbacks from these surface waters (Section VI, 8p, 15A NCAC 02H .1042(2)(g)(iii), 15A NCAC 02H D -. If the project area is 18.4 acres,please also include the surface water area in Section IV, 6 of the Application (recalculating Section IV, 7 & 8 as needed) and Line 4 on the Cover Page of the Supplement-EZ Form(recalculating Lines 2 & 7 on the Cover Page and Lines 5, 6, & 18 on the Drainage Areas Page of the Supplement-EZ Form as needed). NOTE: the surface water areas should be subtracted from the project area on the Application and Supplement-EZ. The Project area is 10 ac for Phase 1. The overall property is area is 34.48 ac. The impervious calculations on the Cover sheet has been updated to only include Phase 1. We are currently only permitting Phase 1 in the with the stormwater permit. The 18.4 ac drainage area is the overall drainage area to the PC #1 channel. This area includes on-site and off-site drainage area. We will include the additional area on future submittals for the remainder of the property. This portion will also be submitted as a low density development. 2. Curb Outlet Swales a. Per 15A NCAC 2H .1003(2)(d) (iii), the swale's cross-section shall be trapezoidal with a minimum bottom width of 2 two feet. PC#2 is a curb outlet swale, and the plans list the bottom with as "0 ft."Revise the plans, calculations, and Supplement- EZ as necessary. The plans have been updated to match the calculations and the rule requirements. The channel was designed as a 4 foot bottom but the plan table was not updated. See Sheets C7 & 9 3. Supplement-EZ Ix hard copy of the complete, original Supplement-EZ Form is required per Sections V& VI, 3 of the Application a. Low Density, Line 5: This item should match the highest velocity provided in the swale table below. The velocity has been updated to match the table below for a 10-yr storm. b. Low Density, Line 12: Per 15A NCAC 02H .1003(4)(e), stormwater runoff that has not been treated in an SCM shall not be discharged through a vegetated setback, it must be released at the edge of the vegetated setback and allowed to flow through the setback as dispersed flow. Therefore, this must be answered as "Yes." Yes has been selected. Low Density, Swale Table: The Q, V , and Flow Depth are for the 10-year storm C. actual as this item is intended to verify compliance with 15A NCAC 2H .1003(2)(c)(ii) and 15A NCAC 2H .1003(2)(d)(i). Please revise to reflect the 10-year storm and provide calculations for the 10-year storm that correspond to the values provided in the table. The calculations have been updated to the 10-yr storm for flow and velocity. Please note the flow has been calculated with a time of concentration due to flow length. 2. Provide PDFs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other documents, and a response to comments letter briefly describing how the comments have been addressed. a. Do not leave the package in the foyer with the security guard. NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the submission package may be lost while being sent from the Regional Office to me in the Central Office. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to November 22, 2023, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6230103 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
