Dear Mr. Bailey and Mr. Wanucha:
The North Carolina Department of Transportation (NCDOT) is proposing to replace a
funetionally oUsolete 19' by 24' single span timber bridge with a new 18' by 6.5' bottomless
culvert witli top bevels and wingwalls. An off-site detour will Ue used to convey h�affic dw ing
conshuction. The project will also include some minor approach wark on the existing roadway.
Please find enclosed a PCN applicaYion, Stormwater Management Plan, Bridge Survey ReporC,
permit drawings, Uuffer drawings, a USGS quad map, SHPO Concurrence Forms, and
photographs.
The Nortl� Carolina Natural Heritage Database was checiced for records of threatened and
endangered species. The database lists no species for Alamance County that have federal status.
The Bald eagle is protected in eve�ry county in No�th Carolina under the Ba]d and Golden Eagle
Protectiov Act. No suitable feeding/water source is loeated within one mile of the project study
area to support bald eagle habitat. Furtl�er, Mr. Gaiy Jordan (USFWS) receirtly released the
Programmatic Conference Opinion (PCO) for the recently listed Northern Long �ared Bat
(NLEB). This opinion, states in part, that "... it is the Service 's co�zference opi�7iorr tlzat NCDOT
activities in eastern North Carolina (Divisions 1-8), as proposed, cu°e i2ot Zikely to jeopardize the
continued existence of tlze NLEB. "
This project was reviewed by NCDOT's Human Envirorunent Unit in 2012 for potential affects
to l�istorical architecture and arcl�aeology. After reviewing historical maps, aerials, and other
data som�ces, it was determined that no suivey was required for historieal architecture or
arcl�aeological resources.
The project study area is comprised mostly of hardwood forest and a small portion of
mowed/maintained residential land in the viciniry.
NCDOT best management practices (BMPs) will be used to minimize and control sedimentation
and erosion. The construction foreman will review the BMPs daily to ensure erosion and

sedimentation is being effectively controlled. If tl�e foreman determines the devices are not
funetiouing as intended, Yl�ey will be replaced immediately with better devices.
Impacts to Waters of the United States
Little Creek Tributary (DWR Class: WS-V, NSW) is showu on the USGS topographic map as a
peremiial strea�n. Tl�e chamiel is well defiued with a substrate primvily composed of sand, silt,
and gravel aud is approxiuiately 7-8 feet in width. From the project site, the Little Creel<
Tributary flows approximately 0.8 mile to its confluence with Little Creek, whicli then flows
approximaYely 2 miles to its confluence with South Prong Stinkiug Quarter Creelc South Prong
Stinking Quarter Creek flows 5.5 miles to join Noith Prong Stinking Quarter Creek, thus
becoming Stinlcing Quarter Creek Stinlcing Quaiter Creek flows anoYher 4.8 miles to Big
Alamance Creek, which then flows another 4.4 miles into the Haw River. The Haw River meets
the definition of a Traditional Navigable Water. For these reasons, we believe this tributaty of
Little Ci�eek is a Relatively Permanent Water and is under the jurisdiction of the U.S. Army
Corps of Engineers. As such, replacing tihe existing bridge will result in impacts to waters of the
United States in the Cape Fear River Basui (HUC 03030002). The impacts are listed in the table
below:

The project study area is comprised of hardwood forest with a small portion of mowed/maintained residential land in the
vicinity. There are no additional jurisdictional features within the project study area other than Little Creek Tributary.

To replace a structurally deficient and functionally obsolete timber bridge.

Traffic will be detoured off-site. Erosion and sedimentation control measures will be installed. Water will be diverted around the
construction area. The old bridge will be removed. The proposed stucture will be replaced on its existing alignment. The new
culvert structure will be a bottomless culvert 18' by 6.5' with top bevels and wingwalls. The channel will be excavated and
realig�ed for low flow shaping, and a floodplain bench with stabilization will be established on each bank. Water will be pumped
around the work area during construction by installed impervious dikes upstream and downstream of the existing bridge.
Equipment to be used includes a track hoe, dump truck, paving equipment, pumps, and various hand tools.

The proposed project is to remove and replace a structurally deficient bridge and replace it with a bottomless culvert.
Roadway approach work is minimized as much as is practical to reduce the overall project footprint. Impacts to the
associated protected riparian buffers have also been reduced by promoting sheet flow as well as providing grass shoulders to
promote infiltration. An off-site detour will be employed to avoid the need for a temporary parallel structure. Bank stabilization
will be minimized to those areas where deemed necessary.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Erosion and sedimentation BMPs will be installed prior to construction. Water will be diverted around the work area to prevent
sedimentation of downstream aquatic resources. Impacts will be minimized by strict enforceme�t of Best Management
Practices for the protection of surFace waters, restrictions against the staging of equipment in or adjacent to waters of the US
and coordination (including a pre-construction meeting) with the Division Environmental Supervisor.

Per the NC DWQ April 10, 2004 Version 2.1 Cumulative Impacts policy, small scale public transportation projects — such
as widening projects, bridge replacements and intersection improvements — have a"low potential for cumulative impact
since little (if any) new impervious surface is added and the projects are usually in already developed locales." This
proposed project is within a somewhat developed landscape (i.e. existing residential homes in the vicinity), this is not a
road on a new location (i.e. there is an existing road and bridge structure and thus, the area already contains impervious
surfaces) and the project drains to Little Creek which is Class WS-V; Nutrient Sensitive Waters (NSW) (i.e. not HWQ or
ORW or 303(d) Iisted waters). We anticipate the NC DWR will advise us if a qualitative or quantitative analysis is needed.

This project was submitted to the NCDOT's Human Environment Unit for review in 2012. It was determined that no
survey was required for archaeological resources. A field survey on July 6, 2012 supported that no historic properties will
