There is currently no sludge storage capability at the Plant and the drying beds available for sludge wasting have approximately one third the area required to properly operate an Activated Sludge Plant of this size. Further aggravating this situation is the fact that during wet weather, the drying beds are rendered essentially inoperable. When this occurs there is no way to remove sludge from the treatment process. 2. The Town has been forced to seek alternative sludge storage capacity by wasting sludge into the ten million gallon Primary Lagoon which was previously used for primary treatment prior to construction of their Activated Sludge Plant. 3. The Town was granted this operational variance by DEM on a case by case basis when the Plant's ability to treat effluent to the permitted limits was in jeopardy. 4. The Primary Lagoon has been in use since 1968. It was constructed in clay soil with Denson's Creek, the discharge stream, on one side. To date, no contamination has been recorded in the stream due to the sludge that is currently stored in the Lagoon. If the Land Application Permit is amended to include the following provisions the Town of Troy will be able to properly operate their Treatment Facility and effectively and economically manage their Sludge Disposal Program (See enclosed map for point numbers).. A. The Town -requests that it be allowed to waste sludge (from 1% to 5% solids) into the Primary Lagoon (Point #2) at the rate of approximately 20,000 gallons per week. With a solids percentage of, very conservatively, 5%, this amounts to only 1,000 gallons of solids per week or 52,000 gallons of solids per year into a 10,000,000 gallon Lagoon, effectively using .52% of the Lagoon's storage capacity per year. Troy - Sludge 4/5/93 (1) The Lagoon will act as a sedimentation basin with the solids settling out on the discharge side of the Lagoon. The decant from the Sludge Wasting Process will be circulated from the Primary Lagoon to the Secondary Lagoon through a 24" overflow pipe (Point #3) and returned through the Plant via the Influent Pump Station (Point #5) as is done when sludge is applied to the drying beds. This is, in turn, discharged as treated effluent from the Plant. Since there are times due to high inflow and infiltration when influent is diverted from the Bar Screen to the Primary Lagoon (Point #1), concerns may arise that the extra flow would wash the sludge into the Secondary Lagoon, to the Influent Pump Station then into the Plant. (2) It is approximately 430 if from the Sludge Discharge (Point #2) to the Secondary Lagoon Equalization Pipe (Point #3). It - is then 280 if from the Equalization Pipe (Point #4) to the Influent Pump Station (Point #5). This provides 710 if of sedimentation prior to reentering the Plant. Should this prove to be insufficient, the sludge can be discharged in the upper end of the Primary Lagoon (Point #6) approximately 1200 if from the Equalization Pipe. This will provide more than 1/4 mile of sedimentation before reaching the Influent Pump Station. It will also allow approximately 780 if of sedimentation prior to reaching the High Water Discharge (Point #1) at the Bar Screen. . B. The Town proposes to use the Lagoon as temporary sludge storage for 2 year intervals then remove all sludge from the Lagoon for land application. Only 1.04% of the basin's volume will have been utilized in the 2 year period. If the storage interval proves to be too long, a shorter interval will be used. Testing of -influent drawn from the Secondary Lagoon at Point #5, will be done to establish that no sludge is being returned to the Plant. Should.any sludge be carried over into the Seconday Lagoon, it will be cleaned. C. At the end of the 2 year period, sludge will be tested per "Requirements for Achieving Class "B" Pathogen Requirements" for fecal coliforms. As a worst case scenario, should any samples fail the test,'the sludge will be lime stabilized by raising the pH of the sludge to 12 for 2 hours prior to land application. (1) Under normal conditions, sludge that has been stored for 2 years in this manner has been treated by PSRP equivalent process and should require no further treatment. --• D. Sludge will not be wasted into the Lagoon for subsequent land application for days prior to removal from the Lagoon. This " days will be per 503 Standard Requirements at the time the number of days is established. E. Initial cleaning of the Lagoon will be performed and the sludge will be land applied, as specified in the current Land Application �. This permit shall become voidable unless the land application activities. are undertaken in accordance with the approved documents. 2. This permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. This permit is not transferable. 4. This permit shall become voidable in the event of failure of the soil to adequately absorb the wastes and maybe rescinded unless the facilities are installed, maintained, and operated in a manner which will protect the assigned water quality standards of the surface waters and ground waters. 5. The Permittee must pay the annual administering and compliance fee within thirty.(30) days after being billed by the Division. Failure to timely.pay the -fee in accordance with 15 NCAC 2H .0205(c)(4) may cause the Division to initiate action to revoke the permit. 6. In the event that the -facilities fail to perform satisfactorily; including the creation,of nuisance conditions, the Permittee shall take such immediate corrective action as may be required by this Division, including the construction of additional or replacement -wastewater treatment or disposal facilities. 7. A suitable vegetative cover shall be maintained 8. The Permittee, at least six (6) months prior to the expiration of this permit, shall request its extension. Upon receipt of the` request, the Commission will review the adequacy of the facilities described therein, and'if warranted,"will extend the Permit for such period of time and under such conditions and limitations as it may deem appropriate.. 9. The cadmium level cannot exceed 0.45 #/ acre / application or 5.0 #/ acre.over the life of the site. 10.. All fields will be flagged prior to. land application to assure compliance with buffer zones. 11. This sludge application permit is based on an agricultural agronomic cooperative three (3) year site rotation. 12. The phosphorus constituent cannot exceed-100 #/ acre/ year. . -13. The issuance of this permit shall not relieve the Permittee of the responsibility for damages to surface or groundwaters resulting from the operation of,thisfacility. 14. The facilities shall be effectively maintained and operated as a non -discharge system -to prevent the discharge of any wastewater -resulting from; the operation of this facility. 15. No type of sludge other than that from the Town of Troy Wastewater Treatment Plant shall be placed on the land application disposal site. 16. Adequate provisions shall be taken to prevent wind -erosion and surface runoff from conveying pollutants -from the sludge application area onto the adjacent property or into the surface waters. 17. Sludge shall not be applied in inclement weather or until ,24 hours following a rainfall ,event of 1/2-inch or greater in 24 hours. Emergency sludge disposal measures shall be -approved by the Division of Environmental Management. 18. The site shall be adequately limed to a soil pH of 6.5 prior to sludge application. 19. No=crops for direct human consumption shall be raised on these sites for a period of 18 months following. sludge application. 20. Maximum slope for sludge. application shall be 10% for surface application arid" 18% for subsurface applications-. 21. This perm- it shall become voidable unless -the agreements between the Town_of Troy and the landowners -listed in Condition No. 34 is in full forice.a'nd effect. 22' .In any future transfer of this land, a notice shall be given to the new owner that gives full details of the materials applied or incorporated at this site 23. This facility must provide the Fayetteville Regional Office -with an annual summary of the management procedures for the sludge site(s). This annual report must be submitted by December 31st of each -year beginning with 1989. This annual summary. must include the. following information: a. Current sludge analysis. b. Soil analysis along with recommendations from a soil scientist for sites utilized. C. Total dry weight of sludge applied'per acre,. location (site), and cover crop utilized. d. Verifications that proper liming was 'conducted. e. Estimated crop yield during sludge application(s). 24. Animals should not be grazed on sludge applied land within a 30-day period following the sludge application. 'Application sites that are to be used for, grazing shall have fencing that will be used to prevent access during the 307day periods after each application.Lactating dairy cattle shall not be grazed on sludge applied land within an 18-month period following the sludge application. 25. Surface applied sludge will be plowed or disced in immediately after application on lands - with no cover crop established. 26. Surface application of liquid sludge shall not be used on sites that are prone to flooding conditions. (Below the 100-year flood level.) 27. Public access to the land application sites shall be controlled during. active site use and for the 12-month period following the land application event: 28. Any additional groundwater quality monitoring as deemed necessary by the Department, shall be provided. 29. A set of approved plans and specifications, for the subject project must be retained by .the applicant for the life of the project. 30. No, land application of waste activities shall be undertaken when the seasonal high water table is Iess than three feet below land surface. 31. Prior to application, the sludge will be sampled and analyzed for routine nutrient analysis. Representative sludge samples will be collected from the aerobic digester, delivered to a qualified laboratory familiar with sludge analysis, and analyzed for TKN, NH4-N, NO3-N, P, K, and % solids. This information will then be used to calculate the specific application rate for the field and crop. 32.- Adequate facilities shall be provided to prevent surface.runoff carrying any disposed or stored material into any surface water. ' L 34. As can be seen from the drawings; the lowest point in the lagoon is 93.3 and the stream bed is 85.7 at the point shown: The -lagoon bottom is 7.6 feet higher than the stream bed. The edge of water in the lagoon is approximately 75 feet from the edge of the -stream for most of the lagoon length. With the stream bed being 7.6 feet lower than the creek, we can only believe that had the insitu clay bottom failed, the 'stream would certainly be -the recipient of any leakage. There was no evidence of water running through the -lagoon bank into'the creek. The downstream sample point is located approximately midway of the lagoon as shown on the drawing. Please find data from the sample point•enclosed along with a summary sheet. These bi-monthly tests', while showing fecal problems in three' periods, give no indication that contamination leaking from the lagoon to the creek is present. -For four months spaced randomly throughout the year, counts were 65 or below..For five months the count was below the 200 mark and .for only three months was there a problem. This plant has never had the ability to waste sludge when required., hence toxicity problems and other operational problems we believe are the result. We feel that. wasting sludge into the lagoon as required will cure creek contamination problems by -finally allowing -'the plant .to waste .solids when necessary and thus eliminates the sludge build-up in the plant. The bottom was probed at numerous points and it appears that most of the sludge has remained in the existing storage, area. There appears to be a definite tapering -off of sludge to about 30 feet beyond the current storage area. Then past that,'there maybe two to three inchesof soft material consistently over the entire lagoon -bottom before hitting hard material. As can be seen from the soundings, the bottom appears to have remained remarkably. -consistent.:` The Town intends to waste sludge into the lagoon at two -sludge storge_areas as.shown'on the drawings. For the first storage cycle,- the sludge will be stored for 18 months in Sludge Storage Area 11, then storage will be shifted to Sludge Storage Area #2. ,At 22 months, the -sludge will be removed -from Sludge Storage -Area #1. No sludge will have been deposited. there for four months prior to removal. Sludge will be deposited in Sludge Storage Area #2 for the next 14 months. After the first removal cycle, the -alternation of storage areas at-18 month intervals sets up our 22 month storage pattern and provides 4 months of inactivity in the removal area prior to each removal cycle. Since only 18 months of sludge will be stored in a storage area prior to removal, all indications are that the sludge will never leave it's storage area. Sludge will be removed from the lagoon every 18 months even though the sludge age in the lagoon will be 22 months. The contractor retained by.the Town to implement the'land application program Will use'a floating dredge that "sucks out" the sludge as it moves across the sludge storage area. The use of suction will.cause no breech in the lagoon bottom.- Draglines-will not be allowed in the lagoon. Request for Amendment to Land Application Permit #WQ0001240 Paul: As discussed in our phone conversation, the Town of Troy is' respectfully requesting an amendment to its Land Application Permit #WQOOO1240 dated February 10, 1992, to include utilizing the current Primary Lagoon for temporary sludge storage in order to facilitate the Land Application Program due to the following y Plant conditions: 1. There is currently no sludge storage capability at the Plant and the drying beds available for sludge wasting have approximately one third the area required to properly operate an Activated Sludge Plant of this size. Further aggravating this situation is the fact that during wet weather, the drying beds 'are rendered essentially inoperable. When this occurs there is no way to remove sludge from the treatment process.. L. 2. The Town has been forced to seek alternative sludge,storage capacity by _ wasting sludge into the ten million gallon. Primary Lagoon 'which, was previously used for primary treatment prior to construction, of their, Activated ,Sludge Plant. .3. The Town was granted this operational variance by DEM on a case by, case basis when -the Plant's ability to treat effluent to -the permitted_ limits was in jeopardy.._ 4. The basin has been in use since`1968:N It is constructed in'clay soil with - the discharge stream on one side. ; .To date, no contamination has been recorded,in the stream due.to the sludge that is currently stored in the Lagoon. If the Land Application Permit is amended to include the following provisions the Town of Troy will be able to properly operate -their Treatment Facility and effectively and economically manage their Sludge Disposal Program (See enclosed ' map for point numbers). ,t A. The Town requests that -it be allowed to.waste sludge (from 1% to 5% solids) into the Primary Lagoon (Point #2) at the rate of approximately 20,000.,gallons per week. With a solids percentage of, very conservatively, 5%,.this'; amounts -�-o:.only 1,000 gallons of solids per week or 521000 gallons of solids ;per year into a 10,000,000 gallon Lagoon,' effectively using.A52%`of the _-Lagoon's. storage capacity per. year. i- Troy - Sludge 3/29/93 (1) The Lagoon will act as a sedimentation basin with the.'solids settling out.on the discharge side of the Lagoon. The decant from the Sludge Wasting Process will be circulated from the Primary Lagoon to the Secondary Lagoon through a 24" overflow pipe (Point #3) and returned through the plant via the Influent Pump Station (Point #5) as is done when sludge is applied to the drying beds. This is, in turn, discharged as treated effluent from the Plant. Since there are times due to high inflow,and infiltration when influent is diverted from the Bar Screen to the Primary Lagoon (Point #1), concerns may arise that the extra flow would wash the sludge into the Secondary Lagoon, to the Influent Pump Station then into the Plant. (2) -It. is approximately 436 if from the Sludge Discharge (Point. #2) to the Secondary Lagoon Equalization Pipe (Point #3). It is then-280 if from the Equalization Pipe (Point #4).to the Influent Pump Station (Point-#5). This provides 110 lf,of sedimentation- prior to reentering the Plant. Should this prove,to be insufficient, the sludge can be discharged in the upper end of the Primary Lagoon (Point #6) approximately 1200 if from the -Equalization Pipe. This will provide more than 1/4.mile of sedimentation. It,.will also allow approximately 780 if of sedimentation prior, to reaching the High Water Discharge .(Point #1) at the Bar Screen. B. The Town proposes to use the Lagoon.as.temporary sludge storage for 5 year. intervals then remove all sludge from the Lagoon for land application. Only 2.6* of the basin's volume will, have been utilized in the 5 year period. If the storage, interval proves to be too long, a shorter interval will be used. Testing of influent drawn •from the Secondary Lagoon at Point 451. will be done to establish that no sludge is. being returned to the Plant. Should any sludge be' carried over, into the "Seconday Lagoon, it will be cleaned. C. At. the end of the 5 year .period, sludge will be" tested per "Requirements for Achieving Class "B" Pathogen Requirements,'' for fecal coliforms. As a worst case scenario, should any samples fail the test, the sludge,will:be lime stabilized by-rai.sing the -pH of the sludge to 12 for 2 hours prior to land application. (1) Under normal conditions, sludge that has been stored for 5 years in .this manner has been treated by PSRP equivalent process and should require no further treatment. D. Sludge..will not be wasted into the Lagoon for subsequent land application for days prior to removal from the -Lagoon. This days will be per 503 Standard_'Requirements at the time the number of days is established. E. Initial cleaning -of the Lagoon will be performed and the sludge will be land applied, as specified in the current Land Application Permit,, prior to implementation of this•amended plan. 2 Troy - Sludge ..3/29/93 We appreciate your assistance in this matter and look forward to hearing from you -as soon as possible.
