We are in receipt of the above referenced Notice of Violation, dated September 18, 2023. Which involved a Compliance Evaluation
Inspection that took place on September 6, 2023. Mr. Cheng Zhang and Kevin Fowler from the Raleigh Regional Office performed the
Evaluation Inspection at the subject facility. Mr. Zhang and Mr. Fowler discovered The Town of Pittsboro sewer collection system out
of compliance. Regarding condition Items 1, 3, 4, 5, 7, 8, and 9 noted in the NOV notification response letter.
Below is a discussion of the actions being taken to these conditions:
Condition 1
Designate an Operator in Responsible Charge (ORC) by October 6, 2023.
The Town of Pittsboro selected Alvan L. Davis as (ORC) beginning September 12, 2023. Please see attached designation form and
required document.
Condition 3
Additional elements needed on Map; approximate pipe age, pipe materials for gravity lines and force mains, and force main air
release valve location / type.
The Town of Pittsboro staff is currently consulting with WK Dickson & Co. to actively include these conditions.
Condition 4
Documentation of pump station inspection shall include the following: inside and outside cleaning and debris removal, inspecting
and exercising all valves, inspecting, and lubricating pumps and other equipment, inspecting alarms, telemetry, and auxiliary
equipment.

The Town of Pittsboro lift station maintenance division actively is including these tasks to their current maintenance log program.
Cnnditinn 5
Develop a program to inspect grease traps/ interceptors annually. Distribution of grease educational material both commercial and
residential users, distribution of grease / sewer material must be documented.
The Town of Pittsboro staff is currently compiling educational information to be added to their current website, printed
educational grease / sewer information will be distributed through customer water/ sewer billing. Moving forward staff will a Iso
develop and implement FOG annual inspection and enforcement program.
Condition 7
Document gravity line cleaning, high priority line inspections, and easement maintenance in details.
The Town of Pittsboro sewer maintenance division will actively include in their logbook recording in detail, by documenting all
gravity line cleaning (footage), high priority line inspections (visual), and easement maintenance (mowing / debris removal).
Condition 8
Removal of aerial line overgrowing vegetation location 15-501 South.
The Town of Pittsboro sewer maintenance staff has currently mowed and removed all existing debris from the 15-501 South aerial
line as of October 25, 2023.
Condition 9
Submit annual wastewater performance reports to the Division and make the reports available to all customers.
The Town of Pittsboro is currently compiling performance measures for availability to all their customers by mail and on website.
