Purpose of Requested Minor Permit Modification
Synopsis:
Sylvester Farms Stormwater Permit(Permit#SW8 200502)was issued on March 5,2021. A portion of
Area#4 identified in that permit is included within a lot for which a Stormwater Permit has been applied
for by Richlands Development Group, LLCfor construction of a proposed Tractor Supply facility.
A Minor Modification of the Sylvester Farms Stormwater Permit is hereby requested to reflect the
issuance of the Tractor Supply Stormwater Permit.
The proposed modifications to the Sylvester Farms Stormwater Permit are identified below:
Change of SCM Contributory Area
The contributory area to the Sylvester Farms SCM will be altered slightly due to the proposed grading
and development of the Tractor Supply lot.The change in contributory area is:

A portion of the Tractor Supply Lot is contributory to the Sylvester Farms SCM.This portion of the lot is a
part of Area#4 identified in the Sylvester Farms Stormwater Permit(SW8 200502). To facilitate and
simplify accounting for built-upon areas associated with the two projects,Area#4 identified within the
previously issued Sylvester Farms permit(SW8 200502)will be divided into two parts designated as Area
#4A and Area#4B. Area #4A is that portion of the Tractor Supply lot that is contributory to the Sylvester
Farms SCM. Area#4B is that portion of the initially designated Area#4 that is not part of the Tractor
Supply lot.Similarly,the BUA allocation for Area#4 as specified in the Sylvester Farms Stormwater
Permit will be apportioned between the new Area#4A and Area#4B. The changes are:

I have gone through your packages first thing this morning to see if anything major was missing. I just wanted you to
know that I have never offered this service before because it is not my typical/assigned review process; however with
the significant delay for being able to schedule the express meeting(s) due to the modification of SW8 200502 that had
to be completed, I am offering this assistance. I just don't want to set any precedent for any future projects. Thank you
for understanding.
As for the Sylvester package notes I made were:
1. Updated Supplement, and calcs incorporating new drainage areas and new impervious areas. Included in
overnight package and attached to this email.
2. I will need a second copy of the Post-Development SCM Contributory Area Exhibit Plan Set.Two copies included
in overnight.
As for the Tractor Supply package notes I made were:
1. A second copy of the Post Development Runoff Exhibit is needed Two copies included in overnight.
2. For the pond weighted calculations for the forebays will be needed. An exhibit has been attached to help
explain this. Weighted calculations included and also called out on runoff plan.
3. Calculations for the drawdown time are needed. N/A
4. Is there any retaining walls on site? There looks like there is one located at the pond. If so, how tall is it? We
are now requiring engineered plans for any retaining walls over 5 feet. No retaining walls on site.
