Five sewer cleanouts were replaced. Manhole #1-13 was repaired by replacing the old broken rings, lids and weather sealing. Several months ago we smoked the area around the Old Boling Chair factory and found that storm water drains where connected to the sewer. We reached out to the owner via certified mail requesting this issue be repaired. With no response from the owner, we cut and capped the drains and sewer lines to prevent any more storm water from the factory's roof from infiltrating the sewer system. The roof was approximately four acres, which calculates to approximately 108,616 gallons of water for every inch of rainfall entering our sewer system. Report on Expected Progress In the October, November & December 2023 Quarter The Town Board of Commissioners is expected to vote on October 3, 2023 to approve a seven percent increase to our water/sewer rates to add monies to the CIP to help fund future repairs and for ongoing Inflow & Infiltration issues that currently plaque the town. Non- Discharge WQ0029169 Contract I Report on Progress Made Under SOC Requirements On 3/15/2023 it was determined that the Contractor had used incorrect materials on 105 or the 134 vertical risers for the spray guns in all fields. The Contractor immediately ordered correct materials to repair all the spray guns, however, there was a major delay in the delivery of the needed materials. The needed materials were not delivered for the Contractor's use until 8/1/2023. From 8/1/2023 through 8/24/2023 the Contractor repaired/corrected all spray guns in all fields with the exception of spray guns that were originally installed on ductile iron tees rather than ductile iron 90-degree bends. When instructed by the Engineer to uncover this work, the Contractor only uncovered one spray gun installed over a tee. This spray gun was installed correctly and did not have to be repaired. When instructed by the Engineer to uncover all spray 114 East James Street • Post Office Box 939 • Mount Olive • North Carolina 28365 guns, the Contractor stated that spray guns installed on ductile iron tees were installed correctly and that they would not uncover any other spray guns installed on ductile iron tees. Report on Expected Progress In the October, November & December 2023 uorter Test run all fields / spray gun risers Adjust all spray guns heads to spray in correct pattern /direction (because all spray guns were corrected) Fix depressions around repaired spray guns to prevent ponding of water Discharge Permit NCO020575 Contract II Report on Progress Made Under SOC Requirements The effluent flow transducer was removed for repairs in June 2023 and returned to service in August 2023. It still not reading correctly. Transducer on the influent station also not working correctly. Contractor looked at the transducer and stated it will be repaired at a later date. Report on Expected Progress In the October, November & December 2023 Quarter Repair transfer pump station influent control valve (not operating correct) Grade area around headworks where silt fence was removed Report on Expected Progress In the October, November & December 2023 Quarter Replace ultrasonic level transducer for effluent Parshall flume Repair and clean up influent pump station ultrasonic level transducer. Fix controls/wiring so that influent pumps will cycle properly. Pumps are not coming on until high level is reached. Correct issues with Sand filter No. 2 backwash pumps. Backwash pumps are not always being called to run which is causing bypassing. Rods that call for backwash pumps to run are likely loose, but it could be another issue that Aqua Aerobics or Contractor needs to fix. Test irrigation PLC system and correct all issues (see attached list of issues to addressed) Prior SOC Time Schedule Statu On or before May 31, 2023, achieve compliance with permit conditions in Permit No. NCO020575 and Permit No. WQ0029169. A letter was mailed to NCDEQ on June 13, 2023 advising that we would be unable to meet permit limits due to Contract I and Contract II work not being completed. . Flow to stream July 1.024 mgd August 1.193 mgd. (See eDMRs) Effluent flow meter not working. Reclaim pump control system not working could not use storage or spray system. Contractor onsite October 23, 2023 to address repairs. Reclaim system not operational. Engineer report for October not available at time of this report will include information on next report for on- going work.
