Two of the properties were acquired from Herbert Page and wife, Shirley and the third was from Crystal Coast Amphitheater, Inc. The combined contiguous parcels have now become "The Hamptons on the White Oak". The Hamptons on the White Oak is off of West Fire Tower Road in the Peletier Community and along the Amphitheater Road heading toward the White Oak River. Prior to their acquisition portions of the property were undeveloped and the balance was the site of the Amphitheater and Amphitheater parking, septic and incidental support areas. The Amphitheater was most recently the site of the "Worthy is the Lamb" musical production. B. Environmental Assessment/Surveys Once the property was acquired, Dirt2Dreams, LLC engaged Prestige Land Surveying, PA., Lanier Surveying Company and Applied Resource Management, PC to survey the property boundaries, identify coastal and 404 wetlands, waterward and landward extent of coastal marsh, topographic and hydrographic surveys of the property along with site suitability for onsite wastewater disposal. Thomas Charles, Army Corps of Engineers representative, signed the 404 Wetlands Map prepared by Prestige Land Surveying, P.A. on Aug 30, 2022. C. Site Plan Development and County Zoning These properties were rezoned to the current R10CZ zone in which a site -specific plan was prepared by The Cullipher Group, P.A. and approved by the Carteret County Commissioners. This R10CZ map is the basis for this final design and permitting plan. D. CAMA Statements In accordance with DWR 401 requirements for statement attestations the following statements are added as requested: The project proponent hereby certifies that all information contained herein is true, accurate, and complete to the best of my knowledge and belief. and The project proponent hereby requests that the certifying authority review and take action on the CWA 401 Certification request within the applicable reasonable period of time. Dredging area footprints are as follows: Raymond Gut 41219 sf and 7897 sf for boat ramps and kayak launch. E. Open Water Marina -Access Width Proposed at 8' (reduced from 10') The length of the dock from the shoreline to the end of the T-Dock is 470 linear feet. F. Wetland Impacts The developed plan minimizes impacts to both coastal and 404 wetlands. The boat ramp and kayak launch are located at a point in which minimal coastal or 404 wetlands were located. Attachment No. 1 shows an enlarged detail of this area. Remaining wetland impacts are restricted to 404 wetlands. They are for street crossings to promote roadway circulation and access to high grounds. Double culverts are proposed at those locations with 25% bury to promote contiguous hydraulic connections. Attachments No.2 through 6 show the impacts in detail. Total Coastal Wetland Impacts 57 sf (0.0013 ac) Total 404 Wetland Impacts 6649 sf (0.15 ac) G. Coastal Stormwater Rules This project drains into the White Oak River which is class SA waters. The tract area above coastal marsh has been determined to be 3262191.95 sf excluding the Silver Creek HOA septic easement property. The county provided an exhibit from the planning department in which the pre -developed area was established along with their methodology in determining the impervious coverage. The pre -new development impervious was determined to be 332600 sf. We have provided C1 in the submittal that shows our proposed low -density project which complies with the NC State Stormwater Rules for projects draining to SA waters with a new percentage of a maximum of 12% of the balance of the previously undeveloped property. The developer has a total of 328350 sf of impervious to divide among the proposed 118 single family lots. The lots will have the option to provide #57 stone over fabric with a proposed cellular grid for containment for driveways or portions of driveways. Proposed distribution of impervious is as follows: The Hamptons on the White Oak Lot Impervious Allocation Attachment A LOT # BUA (SF) LOT # BUA (SF) LOT # BUA (SF) 1 2200 41 2700 81 2700 2 2200 42 2700 82 2700 3 2200 43 2700 83 2700 4 2200 44 2700 84 2700 5 2200 45 2700 85 2700 6 2700 46 2700 86 2700 7 2200 47 2700 87 2700 8 2200 48 3000 88 2700 9 2200 49 3000 89 2700 10 2200 50 4450 90 2700 11 2200 51 4450 91 2700 12 2200 52 4450 92 2700 13 2200 53 4450 93 2700 14 2700 54 4450 94 2700 15 2700 55 3500 95 2700 16 4150 56 4450 96 2700 17 2700 57 4450 97 2200 18 2700 58 4450 98 2200 19 2700 59 4450 99 2200 20 2700 60 4450 100 2700 21 2700 61 3350 101 2700 22 2700 62 4450 102 2700 23 2700 63 4450 103 2700 24 2700 64 4450 104 2700 25 2700 65 4450 105 4150 26 2700 66 4450 106 2700 27 2700 67 4450 107 2700 28 2700 68 4450 108 2700 29 2700 69 2700 109 2700 30 2700 70 2700 110 2700 31 2700 71 2700 111 2700 32 2700 72 2700 112 2700 33 2700 73 2700 113 2200 34 2700 74 2700 114 2200 35 2200 75 2700 115 2200 36 2200 76 2700 116 2200 37 2700 77 2700 117 2200 38 2700 78 2700 118 2200 39 2700 79 2700 40 2700 80 2700 Total Lot BUA = 341800 SF The Hamptons on the White Oak ATTACHMENT N0.1 COASTAL WETLAND IMPACT UPLAND BOAT RAMP & KAYAK LAUNCH WATERWARD EXTENT OF MARSH COASTAL WETLAND NHW--+•, IMPACT = 57SF `• (SPARSELY POPULATED) ti NHW/WATER EXTENT OF MARSH '.LANDWARD EDGE OF ,MARSH-01 4 Y• /• /D • I 76 S> .91 1 77.133 / '\ 'COASTAL WETLAND/•/ IMPACT , .` 40 20 0 40 80 SCALE: 1" = 40' The Hamptons on the White Oak ATTACHMENT N0.2 SAG HARBOR CIRCLE WETLAND IMPACT N0.1 ROAD CROSSING LANDWARD EDGE OF ' COASTAL MARSH / ;-NHW Uk- NHW _/` LANDWARD EDGE OF y 1L k, COASTAL MARSH V/ lz 4L v- 56 _ 55 ROADWAY WETLAND \/ ` IMPACT NO. 2083 SF 404 WEt,T_LANa, CULVERT 4 ` 257.
