(JTE) offers the following responses. Comment 1: Please show the required vegetated setback from surface waters (required per 15A NCAC 02H .1003(4) & .1017(10)) in the main set of plans and ensure that vegetated setback requirements are met. Note that per .1003(4)(e), stormwater that has not been treated in an SCM shall not be discharged through a vegetated setback; instead it shall be released at the edge of the vegetated setback and allowed to flow through the setback as dispersed flow. JTE response: The enclosed revised plans show the vegetated setback as required on the streams located on the property. No impervious areas are proposed within the setback. All stormwater discharged from the proposed development areas are released well before the edge of the setback and allowed to disperse. Comment 2: Outlets must be stable per 15A NCAC 02H .1003(5). Riprap calculations were provided at discharge points with culverts, but stability must be demonstrated at all stormwater outlets. Provide engineering calculations exhibiting that where vegetated conveyance ends,the exit velocity for the design flow is nonerosive for the existing field conditions. JTE response: Rock outlet protection is provided at all outlets from the proposed development areas to help reduce velocities. Comment 3: Provide PDFs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other documents, and a response to comments letter briefly describing how the comments have been addressed. JTE response: Submittal made as requested. I trust that the responses that are provided above will adequately address the NCDEQ's comments from the previous submittal.
