Can you also please draft up permits for Kerns Ridge, Parkwood Electrical Substation, and Stonebow? They are just about ready to go (hopefully I’ll be able to review/issue them on Friday). Please provide the email from Contech stating that they are OK with the design (I believe that you had previously sent me this email, just upload an electronic copy to the portal and provide a hard copy to stick in with the permit) and indicate on the Supplement-EZ Form that these design parameters differ from the MDC, but the design was approved by Contech (so there is no confusion in the future). We had Contech customize the design to work with the invert on the existing catch basin we’re tying into. Please see attached email and documentation from Contech. We may be able to drop the entire unit a couple of inches in the field to achieve 9” of ponding if needed. Let me know if this is acceptable and I’ll get the revised Supplement EZ form submitted. Everything looks good except for a few small issues: Please correct the following: - Filterra MDC 2 – Per the provided detail on plan sheet C6.0, there only appears to be about 6” of ponding provided between the top of the media layer and the invert of the curb opening to the SCM (any ponding in excess of the invert of the curb opening to the SCM appears to bypass the SCM and go to the existing catch basin). The MDC requires 9” of ponding be provided above the media layer. Please revise as needed. NOTE: The 3 depth of storage provided above the media surface (Line 19 on the Filterra page of the Supplement-EZ Form) shows 12” of ponding. Please revise as needed. - Filterra MDC 4 – Per the provided detail on plan sheet C6.0, the media depth is shown to be 1’3” (15”) whereas the MDC requires 21” (1’9”) of media. Please revise as needed. Please provide the following: - 1x hard copy & 1x electronic copy of the revised pages of the Supplement-EZ Form. - 2x hard copies & 1x electronic copy of the revised plan sheets. - 1x hard copy (2x hard copies for plan sheets) & 1x electronic copy of the revised pages of anything else needed to address these comments. Hard copies should be mailed to me at the following address: For FedEx/UPS: Jim Farkas 512 N. Do not leave the package in the foyer with the security guard. NOTE: Hard copies should not be sent to a Regional Office. Electronic copies should be uploaded at the following location: https://edocs.deq.nc.gov/Forms/SW-Supplemental-Upload Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the permit without doing another formal review. Everything looks good except for a few small issues: Please correct the following: - Please permit the proposed Filterra units as two separate SCMs as they do not appear to contain a mechanism that would allow for the free movement of untreated stormwater runoff between the units. For example, if the ponding zones (area above the media layer where untreated stormwater runoff is stored before filtering through the media) of the two proposed Filterra units were connected by a pipe with a zero percent slope, such that untreated stormwater could freely pass between the two units, then you would be allowed to permit these two units as a single SCM (since they would function as a single unit). However, based on the provided configuration, these two SCMs would function independently. Please revise as needed. - Please include the elevation for either the top or invert of the Filterra units, the elevation of the planting surface, and the elevation of any bypass inverts in the main set of plans. This item is required per 15A NCAC 02H .1042(2)(h)(i). - Filterra MDC 8 – Please clarify how the Filterra units will be designed to be offline. The proposed design appears to show the Filterra units in a sump area and that the units will receive runoff from the parking area that will only be bypassed around the SCM if the ponding in the parking lot overtops the curb and gutter (The proposed rim elevation of the existing catch basin is shown as 97.11’ which appears to be higher than the surrounding curb and gutter). If using the existing catch basin to bypass any stormwater runoff in excess of the design volume/design ponding depth (Filterra MDC 2), please indicate this in the plans. Please revise as needed. Please provide the following: - 1x hard copy & 1x electronic copy of the revised pages of the Supplement-EZ Form. - 1x hard copy & 1x electronic copy of the revised pages of the Application. - 1x hard copy & 1x electronic copy of the revised pages of the O&M Agreement Form. NOTE: You may wish to get a second original signed hard copy of this form for the Applicant’s record as this will be needed when recording the O&M Agreement with the register of deeds. - 1x hard copy & 1x electronic copy of the revised pages of the calculations. - 2x hard copies & 1x electronic copy of the revised plan sheets. - 1x hard copy (2x hard copies for plan sheets) & 1x electronic copy of the revised pages of anything else needed to address these comments.
