Good Morning,
We received your post-construction stormwater Authorization to Construct (ATC) permit application for the above
mentioned project on 4/20/2023. Reviews under the Fast-Track permitting process can take up to 30 calendar days to
complete. You can see where this project stands in the review queue by emailing me (I have an autoreply set up that has
the review queue on it). Please upload all documents that you mailed into our office through the link provided
below. Be sure to choose the Central Office as the Primary Contact office.

IMPORTANT NOTE: Please ensure that each file is uploaded under its appropriate file type. Additional file types can be
entered into the electronic form by clicking on the “Add Another Post-Construction File Upload” link directly below the
“State Stormwater Information Uploads” section of the form. YOU MUST CLICK ON THE “ADD ANOTHER POST-
CONSTRUCTION FILE UPLOAD” TO ADD ADDITIONAL FILE TYPES TO THE SUBMISSION. Merely changing the file type

dropdown as you upload the various files (without adding additional file uploads) will upload all of the files as the last
file type selected, the submission will get flagged during review, and you will need to resubmit the files. Please do not
upload entire plan sets through this form, but rather upload the relevant individual sheets under the appropriate file
type. Selecting the correct file type ensures that the files are properly named in the electronic repository and it helps
expedite the review process. NOTE: We do not require and we discourage the upload/submission of extraneous plan
sheets (such as lighting plans, utility plans, striping plans, sight distance plans, etc…) as these files are not needed for
review.

Good Afternoon,
We received additional information for your application for a new Fast-Track ATC post-construction stormwater permit
on 4/10/2023. At this time, the submission is not administratively complete and cannot be accepted for review in its
current condition. Please provide the following submittal items by close of business on 4/26/2023 so that we may accept
the project and begin the review process, otherwise, the project will be returned as administratively incomplete.
2x hard copies of the Application Form (or pages) with the following corrections made (A complete application is
required per 15A NCAC 02H .1043(3)(a)):
Part E5 – Please exclude the on-site surface water area from the total property area to get the total
project area. You will also need to recalculate the %BUA for the project.
NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brought up during the engineering review.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the Fast-Track permitting process can take up to 30 calendar days per statute (one of our
two reviewer positions is currently vacant).

We received your application for a new Fast-Track ATC post-construction stormwater permit on 3/24/2023. At this time,
the submission is not administratively complete and cannot be accepted for review in its current condition. Please
provide the following submittal items within 30 calendar days (by close of business on 4/26/2023) so that we may
accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.
2x hard copies of the Application Form (or pages) with the following corrections made (A complete application is
required per 15A NCAC 02H .1043(3)(a)):
Part C2 – Please indicate the post-construction program that this project is subject to (Urbanizing Areas
(Phase 2)).
Part C4 – Please list the jurisdiction, point of contact, and contact information for building permits for
this site.
Part D1 – Please provide the contact information for applicant. This information is required per 15A
NCAC 02H .1043(3)(a)(v).

Part E5 – Please include the on-site surface water area in this table. Surface waters are waters that are
shown on a USGS topo map and the surface area is measured from the top of banks for rivers/streams
and from the normal pool surface elevation for lakes/ponds. There is a surface water running through
the northern portion of the site (per the USGS topo map & existing site plan). Please also revise the
other calculated values (Total Project Area & % BUA) for the project as needed.
Parts G & H – Please provide 2 x original signed and notarized/sealed hard copy of Parts G & H of the
Application. 2x original signed hard copies of this form are required (the provided copies appear to be
photocopies).
1x permit application fee. This item is required per 15A NCAC 02H .1043(3). NOTE: We do not accept electronic
payments for this permit application fee. The fee must be provided prior to the project being administratively
complete.
2x hard copies of a construction sequence discussing how any future development on the project may be
phased. This item is required per 15A NCAC 02H .1043(3)(g). The construction sequence does not need to be
lengthy, just a brief description of how future development on the project (beyond what is shown on the
plans) will be phased. If no future development is planned for the project, you can simply state that in the
construction sequence. This item is different than the E&SC sequence of construction.
2x hard copies of official documentation showing the title and position of the signing official for the Applicant
and showing that the Applicant organization is in good standing with the Secretary of State. These items are
required per Part F7 of the Application and 15A NCAC 02H .1043(3)(b).
2x hard copies of a plan sheet with the following corrections made:
Surface waters. This item is required per 15A NCAC 02H .1043(3)(f). The surface water on the north side
of the project area is shown on the existing site conditions plan, however, it should be included on other
applicable sheets (such as the site and grading plans) and the surface area should be indicated.
Vegetated setback from surface waters. This item is required per 15A NCAC 02H .1043(3)(f). The
vegetated setback is measured horizontally from the edge of surface waters (waters that are shown on
the latest USGS topographic map). For rivers/streams/etc…, this is measured from the bank of the
stream and for ponds/lakes/etc… this is measured from the normal pool surface. Please refer to 15A
NCAC 02H .1003(4) & .1017(10) for more information.
NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brought up during the engineering review.

NOTE: The Standard Application for this project received by our office on March 6, 2023 is being returned as a project
can only be accepted into one review queue/permitting path. The submittal items associated with the Standard
Application (and not needed for the Fast-Track ATC Application) will be returned to the Applicant (except for the roll of
plans, that is too large for us to return my mail, but it can be arranged to be picked up if you would like it back). If you
would like the items returned to a different address/individual, please let me know by close of business Friday,
3/31/2023.
