Dear Mr. Reed:
I am writing in response to the Notice of Deficiency dated October 4, 2023. 1 understand that minor
deficiencies were identified during the North Carolina Department of Environmental Quality's(DEQ)audit
of the Town of Hillsborough's National Pollutant Discharge Elimination System (NPDES) Municipal
Separate Storm Sewer System (MS4) program. In accordance with the required actions:
1. 1 hereby acknowledge the requirements and intend to comply.
2. The town intends to develop an updated Stormwater Management Plan (SWMP) using the DEQ
Phase II MS4 SWMP template and submit the SWMP to DEQ for review by February 1,2024(120
days from the date of receipt of the notice).
3. The town intends to submit an NPDES MS4 permit application within thirty(30)days of receiving
written DEQ concurrence that the submitted SWMP documents a compliant stormwater
management program.
4. The town intends to respond to comments on the Draft Final SWMP and submit the Final SWMP
for DEQ approval and final permit issuance.
